The Naval Air Systems Command (NAVAIR) V-22 Joint Program Office (PMA-275), at Patuxent River, MD intends to award a Cost Plus Fixed Fee delivery order under the Basic Ordering Agreement N00019-22-G-0002 to The Bell Boeing Joint Project Office, 401 Tiltrotor Drive Plant A, Amarillo, TX 79111-1200. This award will be on a sole source basis. The procurement will provide Non-recurring engineering (NRE) for the qualification testing and integration efforts in support of a Class 1 Engineering Change Proposal for a V-22 fuel cell material obsolescence solution. This effort is to qualify a change to a constituent material used in the construction of fuel cells in support of CMV-22, CV-22, MV-22, and FMS Japan aircraft.
The proposed contract action is for efforts that the Government intends to solicit and negotiate on a sole source basis under Title 10 U.S.C. 2304(c)(1), as implemented by FAR 6.302-1, “Only one responsible source and no other supplies or services will satisfy agency requirements.” Bell Boeing is the sole developer, designer, and manufacturer of the V-22 aircraft and is the only responsible source with the necessary access to the technical data and requite expertise to perform the contemplated effort within the required schedule.
This notice of intent is NOT a request for competitive proposals. However, the Government will consider any capability statement in response to this requirement received electronically within fifteen days of publication of this synopsis. A determination by the Government not to compete this proposed contract action based upon responses to this notice is solely within the discretion of the Government.
