NOTICE of INTENT to SOLE SOURCE GRANTA MINERVA SERVICES

THIS REQUIREMENT IS ADVERTISED AS SOLE SOURCE. THE NOTICE IS PUBLISHED FOR INFORMATION PURPOSES ONLY AND IS NOT A REQUEST FOR COMPETITIVE PROPOSALS.

This acquisition is being pursued on a sole source basis under the statutory authority of Title 10, U.S.C. Section 3204(a) (1), as implemented by Federal Acquisition Regulation (FAR) 6.302-1, "Only one responsible source and no other supplies or services will satisfy agency requirements." A determination by the Government not to compete this effort is solely within the discretion of the Government.

This announcement constitutes the only solicitation, and a written solicitation will not be issued. The Government will consider other bids. This requirement is being synopsized as an other than full and open competition under the North American Industry Classification System (NAICS) code 541511, and PSC Code DA10.

The Government intends to purchase on a firm fixed price basis and to solicit and award the proposed contract on a sole source basis to ANSYS, INC., under the authority of FAR Part 13. The Commander, Fleet Readiness Center (COMFRC) Headquarters (HQ) Digital Group for Aviation Product Lifecycle Management (AvPLM) requires Granta Services to address the standing structure of Granta Minerva Integration (MI) solutions. The contractor shall provide the following Granta Services to the COMFRC AvPLM Group:

CLIN 0001: Granta- AvPLM(Teamcenter) Integration Planning; 1 QTY; Unit LOT

CLIN 0002: Minerva- AvPLM(Teamcenter) Integration Planning; 1 QTY; Unit LOT

CLIN 0003: Minerva/Granta Connector Deployment Services Integration; 1 QTY; Unit LOT

CLIN 0004: Ansys Granta MI Advancement; 1 QTY; Unit EA

ANSYS, INC., is the only known source for this requirement. Any substitutions may render some or all software inoperable resulting in significant impacts to the program and the Warfighter due to having to manually manage Additive Manufacturing (AM) material and test data, introducing labor costs, increased risk of quality escapes, limited ability to identify material substitution or optimization opportunities, and delays in delivering parts to the Fleet.

These items will be delivered F.O.B. Destination.

Offerors must be registered in the System for Award Management (SAM) prior to submission of an offer to be considered for award of any DoD contract.

Award is expected 15 May 2024. This notice of intent is not a request for competitive quotes. Interested persons may submit a capability statement, which if received within five (5) calendar days after the date of the publication of this synopsis, will be considered. Information received will normally be considered for the purpose of determining whether to conduct a competitive procurement. A determination by the Government not to compete this proposed contract based upon resources to this notice is solely within the discretion of the Government.
