THIS IS A SOURCES SOUGHT NOTICE ONLY. This notice does not constitute a commitment by the Government. All information submitted in response to this announcement is voluntary, and the Government will not pay for information requested nor will it compensate any respondent for any cost incurred in developing information provided to the Government. This Sources Sought announcement is a request for information only. This is NOT a solicitation, and NO proposals are being requested or accepted. NO contract will be awarded from this notice. No reimbursement will be made for any costs associated with providing information in response to this notice. Market Research is being performed to determine the best method to advertise for the government's needs. Responses received, will determine the type of solicitation to issue. No funds are presently available for this effort. The Government reserves the right to cancel this Sources Sought at any time.



The USDA Forest Service, East Zone, anticipates soliciting for one Multiple-Award Indefinite Delivery / Indefinite Quantity Contract (IDIQ) for civil engineering construction projects at multiple locations in the southeastern portion of the United States. The IDIQ selection of contractors will be listed as 100% Small Business Set-Aside. These construction services would primarily consist of road and other transportation related repair and construction services, however, may include other civil engineering construction work typically performed by road construction and excavation type contractors. The work performed may include new work, additions, alterations, or maintenance and repairs. The Government will issue IDIQ contracts as a result of this Request for Proposal (RFP). The IDIQ will allow for services to be ordered by the Government as needed and required.



Contractors are required to be headquartered and/or have a satellite office located in one of the following states: North Carolina, South Carolina, Georgia, Tennessee, or Virginia. Multiple States, listed as the Southern Appalachian Region. Contractor(s) shall furnish all labor, equipment, transportation, supervision, supplies and incidentals to perform this work in accordance with terms, specifications, conditions, and provisions of this solicitation. This Sources Sought is only for the purpose of identifying potential sources as part of USDA’s market research. No Request for Quote (RFQ) exists; therefore, do not request a copy of the RFQ. Responses to this Sources Sought are not quotes on which USDA can issue any contract. This Sources Sought is issued for information and planning purposes only and does not itself constitute an RFQ. The Government does not intend to award a contract or BPA based only on responses to this Sources Sought. All information received in response to this Sources Sought marked "Proprietary" will be protected and handled accordingly. Interested parties are responsible for adequately marking proprietary or competition sensitive information contained in their response.



In response to this source sought, please provide: 1. Name of the firm, point of contact, phone number, email address, DUNS number, CAGE code, a statement regarding business status indicating rather large or small (including small business type(s)/certifications(s) such as SDB, 8(a), HUBZone, SDVOSB, WOSB, etc.) and the corresponding NAICS code. 2. Identify whether your firm is interested in competing for this requirement. 3. Information to help determine if the requirement is commercially available, including pricing information, basis for the pricing information (e.g., market pricing, catalog pricing), delivery schedules, customary terms and conditions, warranties, proprietary information, etc... Recommendations to improve the approach/specifications to acquiring the identified item. Responses to this Sources Sought will not be returned. Responders are solely responsible for all expenses associated with responding to this Sources Sought. USDA ARS will not pay for information received in response to this Sources Sought.
