The APEX Accelerators program was formerly known as the Procurement Technical Assistance Program (opens in new window) (PTAP).
1. This acquisition will be conducted utilizing the procedures of FAR Part 12 and FAR Subpart 13.5.
2. The Offer. The submission of the documentation specified below will constitute the offeror's acceptance of the
terms and conditions of the RFP and concurrence with the Performance Work Statement and contract type.
Noncompliance with the Request for Proposal (RFP) requirements may hamper the Government's ability to properly
evaluate the proposal and may result in the proposal’s elimination from further consideration for contract award.
3. The Government intends to evaluate offers and award a contract without discussions with offerors. Therefore, the
offeror’s initial offer should contain the offeror’s best terms from a price and technical standpoint. However, the
Government reserves the right to conduct discussions if later determined by the Contracting Officer to be necessary.
The Government may reject any or all offers if such action is in the public interest; accept other than the lowest
offer; and waive informalities and minor irregularities in offers received.
4. All referenced documents for this solicitation are available on the System for Award Management website at
https://www.sam.gov. Potential offerors are encouraged to subscribe for real-time e-mail notifications when
information has been posted to the website for this solicitation.
