SOURCES SOUGHT NOTICE FOR MARKET RESEARCH ONLY – This notice does not constitute a solicitation announcement or restrict the Government to an ultimate acquisition approach and NO AWARD will occur from this notice. NO SOLICITATION, SPECIFICATIONS, OR DRAWINGS are available for this notice. Responses to this Sources Sought notice will be used by the Government to make appropriate acquisition decisions. This is NOT a Request for Proposal (RFP), or Invitation for Bid (IFB).
This is a SOURCES SOUGHT notice to determine the capabilities of both small AND large business firms. Qualified companies, regardless of their size or socio-economic status, are encouraged to respond. Two or more small business firms capable of performing this work may help to guide the acquisition strategy and influence potential set-aside. Businesses are strongly encouraged to review this SOURCES SOUGHT and submit according to the directions in this notice.
PROJECT DESCRIPTION:
The U.S. Army Corps of Engineers Detroit District is seeking firms that can provide construction services in Lansing, Michigan in accordance with the Scope of Work as follows:
USACE Detroit District is seeking construction services for infrastructure work as part of the City of Lansing’s Combined Sewer Overflow (CSO) Control Program to eliminate combined sewer overflows via construction of a new, dedicated sanitary sewer and rehabilitation of existing combined sewer into a dedicated storm sewer. The project is located in downtown Lansing in a 2-block section of S. Washington Square between Kalamazoo Street and Allegan Street and a 2-block section of Ottawa Street between Capital Avenue and Grand Avenue. The project will take place in the existing right-of-way, with no real estate concerns.
The Scope of Work includes but is not limited to: abandonment of deteriorated CSO, cured-in-place-pipe lining of CSO to serve as a storm sewer, installation of new sewer and water lines, reconstruction of steam lines and vaults, installation of lateral lines to existing buildings to facilitate separation of roof drains from sewer lines within buildings, traffic control plan, and demolition of pavement and replacement with concrete. The scope may include consideration for a substantial trench system through each section of work as well as excavation for a 30’ deep hole.
The proposed activities may require temporary access, staging areas, and/or construction of one or more temporary structures. Examples include turnarounds, work and storage areas, access roads, and office facilities. Temporary structures/staging sites would be at approved locations within project boundaries or rights-of-way, and would be located outside of any properties listed on or eligible for listing on the National Register of Historic Places.

The contractor will provide complete construction services for the subject project according to the scope of work provided with an estimated award date of 15 April 2024 and period of performance for the work estimated to be 18 months from the date of award.
The responses received to this notice shall be in summary format and shall not exceed five (5) pages, including the Sources Sought Information Form.
