PRE-SOLICITATION NOTICE
The Food and Drug Administration has a requirement for renovation of Building 62 located at the U.S. Food and Drug Administration, National Center for Toxicological Research, 3900 NCTR Road, Jefferson, Arkansas 72079.
Building 62 Renovations is anticipated to include: The existing animal holding facilities in building 62 will be removed and completely reconfigured and renovated to facilitate animal research with flexibility for multiple non-rodent animal species. Some areas of the building will be occupied, construction phasing and temporary partitions/dust partitions will be required.
• Perform major renovations to the following areas:
Convert 7 non-human Primate Holding Rooms to 1 large holding area and 5 smaller holding rooms for large animals.
1 non-human Primate Holding Room will be dual purpose Behavior Lab or Holding Room depending on facility needs
Clean Corridors
Dirty Corridors
Replacement of complete MEP systems
• Perform minor renovations in the following areas
Behavior Lab & Pet Lab
Food Storage area
• Construct new heated/cooled enclosure to provide access between the buildings on the South side of building 62.
• Repair sanitary sewer line and manhole between walkway and building to facilitate enclosing walkway.
• Provide temporary construction access via enclosed corridor on North side of building to isolate construction activities from the rest of the building.
• Install new electrical panel to accommodate the additional circuits required for the renovation.
• Replace all the flat roofs with new tapered rigid insulation and modified bitumen roof membrane and flashings complete. Replace equipment curbs and roof drains as required. Including portion of roof identified on building 50.
• Replacement of air handling unit is to be included with the upgrade of HVAC controls package.
• Repair the existing Vacuum system to include the replacement of the vacuum pump package. The new package is to provide some redundancy to the system.
• Exterior masonry cleaning & restoration
The Government intends to award a Firm Fixed-Price contract. This acquisition is 100% set-aside for HUBZone small business concerns. The applicable North American Industry Classification System (NAICS) code is 236220 - Commercial and Institutional Building Construction and the Small Business Size Standard is $39.5 Million.
The estimated period of performance is 730 calendar days after issuance of the Notice to Proceed. The Magnitude of construction is between $1,000,000 and $5,000,000. The anticipated release date of the RFP is on or about September 16, 2022.
The Solicitation, technical specifications and drawings will be posted to Contract Opportunities located at https://sam.gov/content/opportunities once released.
A site visit will be held for interested vendors in Jefferson, Arkansas approximately 14 days after release of the RFP.
All responsible HUBZone small business concerns may submit a proposal, which shall be considered by the agency. Vendors are encouraged to sign up on the Interested Vendors List to receive automated notification from SAM.gov when changes are made to the posting; however, contractors are responsible to monitor this website for further information concerning this procurement.
