Combine Synopsis/Solicitation for Commercial Items
12639524Q0021- Swine Carcass Arm Carts
1. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulation (FAR) subpart 12.6, “Streamlined Procedures for Evaluation and Solicitation for Commercial Items,” as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested, and a written solicitation document will not be issued.
2. This solicitation is a request for quotations (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2021-05.
3. This is a combined synopsis/solicitation for Swine Carcass Arm Carts for The U.S. National Veterinary Stockpile (NVS). The government intends to award one firm-fixed price purchase order as a result of this combined synopsis/solicitation that will include the terms and conditions set forth herein. This procurement is set-aside for small business only. The associated North American Industrial Classification System (NAICS) code for this procurement is 333111, Farm Machinery and Equipment Manufacturing with a small business size standard of 1,250.

5. Product Specifications
We have specific requirement for the specifications on these carts due to the harsh conditions and weight of animals. Please provide additional information If offering alternate options outside of the specifications listed below:
Specifications:
• Self-propelled swine carcass cart that securely lifts, loads, transports, and removes large dead pigs directly from the ground onto the device.
• Equipped to allow easy loading and off-loading of heavy pig carcasses from the barn to the disposal site.
• Capable of being operated with a single operator.
• Capable of lifting pigs weighing 150-900 pounds directly from the ground from pens, or crates.
• Easy steering and 180 degrees turning radius.
• Low maintenance tires; flat proof.
• Equipped with variable speed options with forward and reverse.
• Equipped with rechargeable battery (s) and battery charger.
• Easily maneuverable through the tightest turns, corners, narrow alleyways, aisle’s, pen’s, and corridors.
• Navigates around obstacles in any confirmed space without any risk or harm to the operator, equipment, or barn.
• Capable of maneuvering ramps, slight grades, and tight turns/curves.

7. Award shall be made to the responsible quoter conforming to the solicitation and who will be most advantageous to the Government. The government will evaluate information based on the following evaluation criteria: (1) Technical Acceptability (2) Delivery and (3) price.
