Pulaski County is requesting competitive sealed bids to establish a contract for CAPE SEAL ROAD RESURFACING FOR THE UNINCORPORATED AREA OF THE COUNTY according to the following conditions and specifications. It is solely and strictly the responsibility of the bidder to ensure that the bid is received by the Pulaski County Purchasing Department on or before the specified date and time. The County will in no way be responsible for delays caused by any occurrence. The bid time will be and must be scrupulously observed. Under no circumstances will bids submitted after the opening date and time be considered. Offers by telephone, telegram, fax, or mail will not be accepted. Bidders will not be allowed to withdraw or modify their bids after the response date and time. Award of this bid is contingent upon the appropriation of funds by the Pulaski County Quorum Court. It is the responsibility of the bidder to read and comply with all terms and standard conditions. Delivery may be a determining factor in the award of this bid. Bidders are to list earliest possible completion date in the space(s) provided. If a particular brand name is specified, it is not the intent to discriminate against any "equal" product from another manufacturer. The intent is to establish a minimum standard requested for this purchase. If there are any objections of specifications herein, bidder must submit their dispute via e-mail to the Pulaski County Assistant Comptroller, at mjohnson@pulaskicounty.net, seventy-two (72) hours prior to the date and time of the bid close date. Complete descriptive literature should be submitted with the bid document or the bid may be rejected.

Pulaski County is seeking to resurface roads in the unincorporated areas of Pulaski County. There are
approximately 40 road miles, 520,000 square yards, 18 individual roads to be resurfaced using the
Arkansas Department of Transportation Special Provision Specifications. A (2) two part process:
Step 1: Rejuvenating Mass Crack Treatment
Step 2: High Polymer Micro Resurfacing.

All quantities are estimated. Aggregate is estimated at 20 lbs. per square yard on step 1. Aggregate is
estimated at 25 lbs. per square yard on step 2. Pulaski County reserves the right to lower quantities if
excess amount of aggregate is having to be reclaimed.
The Rejuvenating Mass Crack Treatment must be allowed to cure for a minimum of (5) five consecutive
days prior to applying the High Polymer Micro Resurfacing.
The High Polymer Micro Resurfacing must be applied within a maximum of (15) fifteen consecutive days
after the Rejuvenating Mass Crack Treatment.
All work, mixes, applications, and compactions must conform to ARDOT specifications (included in the
attachments tab).
Prior to any construction the contractor must provide Pulaski County with a complete Mix Design
Specification covering the specific materials used on the projects. After approval, NO substitutions will be
permitted, unless approved by Pulaski County.
Pulaski County will inspect all construction, any weekend or holiday day work shall require prior approval.
Note
Traffic control and signage is the responsibility of the contractor and must conform to the Manual of Uniform
Traffic Control Devices (M.U.T.C.D.) and subject to review by Pulaski County. One (1) lane of traffic shall
be maintained at all times.
All prep work ex. shoulder cutting, clipping, leveling shall be the responsibility of the contractor.
Contractor will be responsible for marking center line of any marked roads with temporary marking tape. 4"
x 12" foil backed yellow marking tape every 30' of resurfaced roadway. Contractor will be responsible for
striping all permanent reflective pavement markings.
Contractor will be responsible for cleaning up all excess aggregate on resurfaced roads, to include, the
extent of the right of way. Spoils shall not be left on shoulders or ditches. Contractor may retain spoils or
coordinate with Pulaski County for disposal.
All sub-contractors must be approved by Pulaski County.
Pulaski County reserves the right to stop construction if any of the above-mentioned agreements are not
fulfilled.
Contractor shall distribute notification such as "door hangers" to each resident, at least 24 hours prior to
road closure.
Mandatory Pre-Construction Conference/Site Visit:
Pulaski County Will require a mandatory Pre-Construction Conference at 3200 Brown Street Little Rock,
AR., 72204, no more that (30) Calendar days prior to the start of construction.

4 Bid Bond
A certified check or bank draft payable to the order of Pulaski County negotiable U.S. Government bonds (at par
value), or satisfactory bid bond executed by the bidder and an acceptable surety in an amount of not less than five
percent (5%) of the total of bid shall be submitted at the time the bid is submitted.
5 Contracts Lost
The Provider must include a list of all accounts, which were canceled or not renewed during the past five (5) years
and the reasons for cancellation or non-renewal. This list shall include the name and telephone number of the
primary contact of each account.

6 Contract
