Bid Attributes
1 Scope of Work
Pulaski County herein referred to as the “Owner,” is seeking services for the demolition of a metal building located
on County property adjacent to the Pulaski County Road & Bridge Facility (3200 Brown St., Little Rock, AR). The
building dimensions are approximately 90’ wide x 105’ deep with a height of 20’. The building also incorporates a
canopy on the east side of the building extending approximately 40’ away from the structure and running the full
105’ depth of the building.
Generally, the building consists of steel columns, purlins and girts surrounded by metal sheeting with insulation.
Interior columns made of railway rail spot-welded along the flange exist. The columns are oriented in a grid-like
configuration with an approximate 20’ spacing. The building had electric and gas services, but both services have
been removed from the structure. Two (2) overhead electric poles exist approximately 25’ from the northwest corner
of the building. The electrical infrastructure remains in service; therefore, the Contractor will be responsible for
protecting the electric poles.
Demolition work shall include the removal of all steel sheeting, structural steel, insulation, electrical conduit, gas
heaters and other miscellaneous items within the building footprint to achieve a concrete slab once work is
complete. Some of the columns have exposed anchor bolts, but the majority of the column flanges have been
covered with concrete. Where anchor bolts exist, Contractor is to remove columns and grind anchor bolts flush with
the concrete surface. Where the column flanges are covered with concrete, the columns are to be cut and ground
flush with the adjoining concrete.
All waste shall be disposed off-site at an approved sanitary landfill (or salvage facility) at the Contractor’s expense.
The Contractor shall be responsible for obtaining any necessary permits for the project and must comply with OSHA
standards at all times.
The contractor will be responsible for all cleanup of the jobsite subsequent to work. Repairs due to damage of
existing site features or infrastructure caused by the work described herein is the responsibility of the Contractor.
Any sub-contractors shall be approved by the Owner prior to executing the Notice to Proceed.
Pictures of the existing structure are included. A mandatory pre-bid conference will be held prior to the bid opening.
Work hours will be between 8:00 A.M. & 4:00 P.M., Monday – Friday unless approved by the Owner. Government
holidays will be observed, and routine oversight will be conducted by a County Inspector.

2 Acknowledgement of Amendment

grounds for disqualification.

4 Award of Contract
Pulaski County reserves the right to overlook any errors or omissions on the part of the vendor during the RFP
process and to reject any and all proposals, or any portion thereof, and re-advertise if deemed necessary. Award
will be made to the Company whose proposal conforms to the RFP and, in the sole judgment of Pulaski County, will
be most advantageous to Pulaski County.
5 Bid Bond
A certified check or bank draft payable to the order of Pulaski County negotiable U.S. Government bonds (at par
value), or satisfactory bid bond executed by the bidder and an acceptable surety in an amount of not less than five
percent (5%) of the total of bid shall be submitted at the time the bid is submitted.
6 Certification - No Boycott of Israel
Pursuant to Ark. Code Ann. § 25-1-503, Contractor certifies that it is not currently engaged in, and agrees for the
duration of the contract not to engage in, a boycott (s) of Israel.

obligates bidder to complete project by County's requested date. Extended delivery dates may be considered when
in the best interest of the County.
