Description:

The City of Show Low is extending an invitation for sealed quotes to selected contractors for Green Waste Disposal, City of Show Low Project FM-5024 in the City of Show Low. It is the City’s goal to reduce the volume of material going into the waste stream, including green waste going to landfills. As such, the green waste facility shall process the material into a re-useable product or product component. The work includes, but is not necessarily limited to, accepting green waste generated from City activities and accepting green waste from Show Low residents during the annual Project Clean Sweep. The facility shall accept green waste including brush, pine needles, logs, stumps, and waste lumber. The fees shall be a flat rate for City trucks (10-wheel dump truck). Rates for Project Clean Sweep shall be based on volume and content as outlined on the Bid Form. The term of the contract is for 3 years with 3, 1-year extensions. Beginning in year 2, prices may be adjusted up or down based on the published Consumer Price Index for All West Urban Consumers (CPI-U).

Sealed Bids will be received by the Engineering Project Manager, City of Show Low,

180 N. 9th Street, Show Low, AZ 85901 until Thursday, January 11, 2024 at 2:00 PM

local time, with a Public Bid Opening immediately following. The City of Show Low

reserves the right to modify the Scope of Work and to reject any and all bids not

deemed in the best interest of the City. A MANDATORY pre-bid conference will be

held on Thursday, January 4, 2024 at 3:00 pm, at Show Low City Hall 180 N 9th

Street, Show Low, AZ. Written questions only will be received until close of business

on Friday, January 5. Written questions shall be submitted to Trampas Johnston via

email or hand delivered 180 N 9th Street, Show Low, AZ, tjohnston@showlowaz.gov.

Contract Documents and Bid Instructions are provided to selected local contractors.

1. Defined Terms and Standard Documents

Construction and administration of this Project shall be in accordance with the

requirements of the latest edition of the following separate documents except as

modified and supplemented by these Contract Documents:

Attached Technical Specifications, the Uniform Standard Specifications for

Public Works Construction Maricopa Association of Governments (MAG),

current edition, and the current edition of the City of Show Low

Supplement to MAG Specifications and Details.

Terms used in the Instructions to Bidders are defined in the General Provisions,

MAG. The term “Owner” means the City of Show Low. The term “Engineer”

means the City of Show Low City Engineer, unless otherwise stated. The term

“Bidder” means one who submits a Bid directly to Owner, as distinct from a sub-

bidder, who submits a Bid to a Bidder. The term “Successful Bidder” means the

lowest, qualified, responsible, and responsive Bidder to whom the Owner (on the

basis of Owner’s evaluation as hereinafter provided) makes an award. The term

“Bidding Documents” includes the Advertisement or Invitation to Bid, Instructions

to Bidders, the Bid Form, and the proposed Contract Documents (including all

Addenda issued prior to receipt of Bids).

2. Copies of Bidding Documents:

Complete sets of the Bidding Documents stated in the Advertisement or Invitation

to Bid may be obtained from the City of Show Low.

Complete sets of Bidding Documents must be used in preparing Bids; the Owner

does not assume any responsibility for errors or misrepresentations resulting

from the use of incomplete sets of Bidding Documents.

The Owner and Engineer, in making copies of Bidding Documents available on

the above terms, does so only for the purpose of obtaining Bids on the Work and

does not confer a license or grant for any other use.

3. Qualifications of Bidder:

To demonstrate qualifications to perform the Work, each Bidder, must be

prepared to submit within five days of Owner’s request, written evidence, such as

financial data, previous experience, present commitments, and other such data

as may be called for below (or in Supplemental Instructions). Each bid must

contain evidence of Bidder’s qualifications to do business in the State of Arizona

or covenant to obtain such qualifications prior to award of the Contract.
