CLARIFICATIONS:

1. Question: The RFP indicates in the Intent that “Gila County is soliciting sealed proposals from qualified
organizations serving Gila County that have a desire to address treatment and prevention of opioid and
related substance use. Can you please provide clarification on whether the intention is for vendors to
already be serving Gila County? Is the County open to vendors expanding from nearby counties to
provide services?
Answer: We are open to any vendor that would have provide local services with the funding in Gila
County.
2. Question: The RFP indicates in the Intent that “Proposals must show how you will address opioid use
prevention, harm reduction, and /or treatment among residents of Gila County, with particular focus on
populations at greatest risk. Are there any services out of scope for this? For example, may vendors
provide Medication Assisted Treatment (MAT) services?
Answer: MAT is listed in the One Opioid Settlement Exhibit A and could be an acceptable use of funds.
3. Question: In the Scope of Work section, the RFP states “In 2022, Gila County began receiving funds
through the One Arizona One Settlement Funds Agreement. Funds will be used for public health
initiatives to address opioid use and related concerns in Gila County, as described below in the Scope of
Services. Can the County clarify the budget/funding allocated to this RFP or contract value available for
vendors?
Answer: At this time Gila County will be allocating anywhere from $150,000 to $400,000 to the project.
Actual awards will depend on the annual award amount through the settlement which has not been
determined for all the litigants.
4. Question: Will the County accept an electronic signature in place of an original ink signature?
Answer: Gila County requires wet signatures for all documents.

5. Question: We understand that you require a hard copy paper submission. Are you willing to amend this
requirement to allow for an electronic only submission?
Answer: Gila County requires wet signatures, and that requires a hard copy submission per the county
procurement policy.
6. Question: Will the County accept the Affidavit by bidder upon award vs with the bid response?
Answer: The Gila County adopted Procurement Policy requires the affidavit upon submission.
7. Question: Will the County accept a signature only in the Affidavit by bidder and allow vendors to skip
the notary requirement until the vendor is selected as an awardee?
Answer: The Gila County adopted Procurement Policy requires the notary upon submission.
8. Question: What is the expected award date for this opportunity?
Answer: Currently, if everything goes to plan, the award would be up for approval at the January 3rd
Board of Supervisors meeting.
9. Question: What is the expected program launch date/desired completion date/contract period for this
opportunity?
Answer: We will be working on the State FY. The contract will first go from approximately January 3rd to
June 30th, 2024, and then from July 1, 2024, to June 30th, 2025.
10. Question: In addition to the funding available through this opportunity, can vendors also bill clients’
insurance for these services where appropriate?
Answer: There are not any restrictions in the One Opioid Settlement. If insurance was appropriate,
supplemental services would be welcomed. It would be important, due to the target populations, to
also have services for un or underinsured as well.
