Notice is hereby given that Gila County is seeking a qualified professional consulting firm for Cost Allocation
Plan Services and CFR (Federal) Cost Allocation Plan Services.

NOTICE IS HEREBY GIVEN, that sealed competitive proposals for the material or services as specified will be
received by the Gila County Finance Department, until the time and date cited.
Proposals received by the correct time and date will be publicly opened and recorded thereafter in the finance
department Copper Conference Room or other site, which may be designated. Any proposals received later than
the date and time specified above will be returned unopened. Late proposals shall not be considered. The
prevailing clock shall be the atomic clock in the reception area of the Copper Building.
All proposals shall be made on the request for sealed proposals forms included in this RFQ No. 011224 package
and shall include all applicable taxes.
Interested bidders may obtain a copy of this solicitation by calling the Gila County Finance Department at 928-
402-4355 or by clicking on the link:

Bidders are strongly encouraged to carefully read the entire request for proposal.

The Board of Supervisors reserves the right to reject any or all proposals, or to accept any proposal, or to waive
any informality in any proposal, or to withhold the award if deemed in the best interest of Gila County. All
procurement activities conducted by Gila County are in conformance with the rules and regulations of the Gila
County Procurement Code. A copy of the code is available for review in the Clerk of the Board’s office, Globe,
AZ.

REQUEST FOR PROPOSALS FOR: COST ALLOCATION PLAN SERVICES AND CFR (FEDERAL) COST ALLOCATION
PLAN SERVICES
Section 1- Request for Proposals
INTENT:
Gila County is seeking a qualified CPA Firm or Financial Consultant to perform the following services:
Prepare a full cost allocation plan for fiscal year 2024-25 based on fiscal year 2022-23 actual amounts.
Prepare an OMB Circular 2 CFR Part 200 compliant (federal) cost allocation plan
Review the draft cost allocation plans with appropriate County staff.
For the purposes of this Request for Proposal, “Contractor” is defined as an individual or an entity
who submits a bid.

SERVICES
It is the intent of Gila County to award a contract to a qualified Contractor for the Cost Allocation Plan Services
and CFR (Federal) Cost Allocation Plan Services Services.
SCOPE OF WORK:
Section 2 Scope of Work
Gila County is seeking qualified firms to provide Cost Allocation Plan Services and CFR (Federal) Cost Allocation
Plan Services to Gila County staff in the following categories:
Contractor’s work plan for completion of the requested scope of services is comprised of a series of individual
tasks. Regular progress and project review meetings are planned. Contractor is committed to meeting with
County staff as frequently as necessary to assure a quality product, and full understanding of project results.
Contractor’s work plan will be performed consistent with the timeline agreed to below. The Contractor shall
adhere to the following minimum specifications, performance requirements and all terms and conditions
within this contract.

PROJECT INITIATION
1.1 Contractor shall meet with County staff to confirm the objectives, deliverables, and schedule
of the entire project.
1.2 Any necessary refinements in approach or schedule shall be identified, discussed, and
incorporated into a revised work plan and timeline, and submitted to the County for approval.

ACQUIRE AND REVIEW ORGANIZATIONAL AND FINANCIAL INFORMATION
2.1 Contractor shall acquire and review annual financial and program reports, detailed
expenditure reports, budgets, and agency-wide organization charts.
2.2 Contractor shall acquire additional financial reports and organizational data during and/or as a
result of the initial project meeting and subsequent meetings with County staff. Additionally,
Contractor shall acquire and review the County’s existing Cost Allocation Plans (CAP) from the
prior two (2) years.
2.3 Contractor shall evaluate all existing methodologies and identify areas for possible
improvement and enhancement. Contractor is always careful to not make methodology
changes for the sake of change. Methodologies shall only be modified when necessary for
compliance with the appropriate regulations, or when they improve the overall accuracy of
the plan.

REVIEW OF FEDERAL PROGRAMS, AND OTHER SPECIAL FUNDING SOURCE PROGRAMS,
ADMINISTERED BY COUNTY
3.1 Contractor shall conduct a review of County programs to identify federal programs and the
source of their funding. The objective of this review is to determine the greatest potential for
recovery of indirect costs and any issues associated with the recovery of indirect costs.
