ON-CALL PROFESSIONAL TRAINING

Notice is hereby given that Gila County is seeking a qualified firms to provide on-call professional training

for Public Works staff.

NOTICE IS HEREBY GIVEN, that sealed competitive proposals for the material or services as specified will be

received by the Gila County Finance Department, until the time and date cited.

Proposals received by the correct time and date will be publicly opened and recorded thereafter in the finance

department Copper Conference Room or other site, which may be designated. Any proposals received later than

the date and time specified above will be returned unopened. Late proposals shall not be considered. The

prevailing clock shall be the atomic clock in the reception area of the Copper Building.

All proposals shall be made on the request for sealed proposals forms included in this RFQ No. 011224 package

and shall include all applicable taxes.

Interested bidders may obtain a copy of this solicitation by calling the Gila County Finance Department at 928-

402-4355 or by clicking on the link:

Bidders are strongly encouraged to carefully read the entire request for proposal.

The Board of Supervisors reserves the right to reject any or all proposals, or to accept any proposal, or to waive

any informality in any proposal, or to withhold the award if deemed in the best interest of Gila County. All

procurement activities conducted by Gila County are in conformance with the rules and regulations of the Gila

County Procurement Code. A copy of the code is available for review in the Clerk of the Board’s office, Globe,

AZ.

Gila County is seeking a qualified professional consulting firm to provide on-call professional training

to Gila County Staff.

For the purposes of this Request for Proposal, “Contractor” is defined as an individual or an entity

who submits a bid.

ON-CALL PROFESSIONAL TRAINING

It is the intent of Gila County to award a contract to a qualified Contractor for the On-Call Professional Training

Services.

Section 2 – Scope of Work

Gila County is seeking qualified firms to provide on-call professional training to Gila County

staff in the following categories:

Highway Culvert Design

SS4-95 State Standard for Identification of

Development within Sheet Flow Areas

SS7-98 State Standard for Watercourse

Bank Stabilization

SS9-02 State Standard for Floodplain

Hydraulic Modeling

SS2-96 Requirements for Floodplain and

Floodway Delineation in Riverine

Environment

SS5-96 State Standard for Watercourse

System Sediment Balance

SS8-99 State Standard for Stormwater

Detention/Retention

Other Floodplain State Standards

Firms that have provided civil engineering services for hydrology and hydraulics pertaining

to the topics of interest will receive preference.

Training may take place over several days to provide participants with an in-depth, hands-

on experience. Material for the courses shall be included in cost proposals. Material

provided to participants shall be textbook quality and recognized as an industry standard.

CULVERT DESIGN OUTCOMES:

Upon completion of the training, participants will be able to:

1. Explain the overall culvert design process

2. Summarize basic hydraulic concepts

3. Discuss factors influencing hydraulic performance and design of culverts

4. Explain how to calculate culvert outlet velocity

5. Apply nomographs and software to design a roadway culvert

6. Assess impacts of repairs and rehabilitation of culverts on hydraulic performance

7. Design energy dissipators and debris control structures for culverts

8. Design culverts for various situations

9. Discuss culvert failures and how they can be prevented

FLOODPLAIN MANAGEMENT OUTCOMES:

Upon completion of the training, participants will be able to:

1. Utilize SS Level 1 calculations to determine flood discharge rates, water surface

elevations, and floodway limits

2. Utilize SS Level 1 and 2 methods to determine FFE for sheet flow areas

3. Utilize SS Level 1 calculations to determine erosion setback areas

4. Discuss SS guidelines used in bank stabilization and its effects on grading and

drainage

5. Utilize SS Level 1 calculations to determine detention and retention facilities size

6. Discuss floodplain modeling and hydraulic modeling.
