INTRODUCTION
The City of Alhambra (“City”) via its project manager Cowley Corbis, LLC (“C+C”), is seeking architectural services for the development of the Shorb Street Alhambra Community Center (“SSACC” or “Project”). The City seeks to secure the services of an architect (“Architect” or “Consultant”) to conceptualize, design, coordinate, permit and deliver the construction documentation as loosely defined in the AECOM Shorb Community Center Feasibility Study dated April 2021 (attached to Exhibit “A”).
PROJECT DESCRIPTION
Location: 612 West Shorb Street, Alhambra, CA 91803
Construction Type: To be determined
Construction: Approximately 25,000 square feet
Total Development Budget: $25 Million (hard and soft costs)
Project Schedule: 30 months (July 2023 to December 2025)
The schedule for the project is as follows:
a. Initial design, CEQA and entitlements: July 2023 through April 2024 (ten months)
b. Project design to RTI: (to commence two months after a. above): September 2023 through July 2024 (eleven months)
c. Construction (grading to commence four months prior to RTI): April 2024 through July 2025 (sixteen months)
d. FF&E fit out and install: August 2025 (one month)
e. Project close out (in parallel with FF&E install): August 2025 (one month)
f. Schedule Contingency: September 2025 to December 2026 (four months)
Based on the above project schedule, the Consultant shall present a design phase schedule that satisfies the above thirty month overall schedule. The project includes the re-development of the site as described in the attached feasibility study. Based on budget restrictions and professional recommendations, the City’s direction is to demolish the existing buildings and build new (groundup) with a design aesthetic that compliments the adjacent fire station on 6th Street. The programmatic requirements are to be refined during concept/schematic design efforts. The City is seeking a rational design that meets budget and schedule constraints, provides efficient operational and maintenance cost, and delivers value to the residents of Alhambra. The City’s Consultant will be expected to perform the scope outlined herein, and shall clarify which addition third party consultants are required to complete the scope of work, and which of those third party consultants will be under contract to the Consultant. The Consultant shall provide an estimate of their fees and provide a gross design fee including a breakdown of estimated fees payable to all required design consultants.

It is recommended that Consultant walk the Project site prior to responding to this RFP. No access to existing buildings’ interior is permitted.
Questions regarding this proposal shall be submitted via email by Thursday July 6, 2023 at 8:00 A.M. In response to all questions received by this date, City will issue an Addendum no later than 3 days prior to the proposal submittal due date. The addendum will be emailed to all RFP recipients on record and posted on City’s website under City Bid Notices/RFPs.
