A. PROJECT
The proposed project involves providing Construction Management and Construction
Inspection Services for Pedestrian Countdown Signal Head Installation Project at
Various Signalized Intersections Throughout the City. The Project is Federally Funded
under the HSIP Program {HSIPL-5130(022), Cycle 9 H9-07-001)}.
Project plans are provided on Attachment 1. PROJECT PLANS.
Disadvantaged Business Enterprise (DBE) Participation: This project has 10%
DBE participation Requirement.
B. REQUESTED SERVICES
The primary objective of the project is to have the selected construction management
and construction inspection services consultant to provide Construction Engineering
(CE) services, in full conformance with Caltrans Local Assistance Procedures Manual,
Chapter 16 Administer Construction Contracts.
The following is the anticipated scope of services to be provided by the CMCI
consultant:
Conduct a pre-construction meeting and bi-weekly construction meetings with
the contractor, City, and other involved parties. Prepare and distribute meeting
agendas and minutes.
Coordinate with City staff, contractor when applicable, agencies, and Project
stakeholders.
Prepare weekly status reports and statements of working days and any other
statements that are required by the City.

Participate in field meetings and document issues, findings, direction, changes,
etc., and develop solutions.
Provide direct supervision, scheduling and problem resolution for the contractor.
Maintain Engineer’s and Inspector’s Daily Reports, and recording work in
progress, which may include the hours worked by men and equipment:
Contract Time Monitoring shall include review working days, contract time
requirements, and documentation of time extensions. Maintain a written record
of project progress, which shall indicate factors which may affect the work, such
as, weather conditions, utility delays, strikes or labor disputes, and material
shortages. Based on these factors a record of working days will be maintained,
including:
o Weekly Statement of Working Days
o Where work is being paid for based on the cost of labor, equipment, and
material
o When there is an anticipated change in character of work
o When there is a potentially significant overrun or underrun, or
o When there is disputed work or a potential claim
When the report is used to determine compliance with labor provisions of the
contract, the following additional information may be included:
o The names or identification numbers of the contractor’s personnel
o The respective classifications of the work being performed
o The number of hours worked on the date covered by the report
o Reporting for labor compliance will be done on a random spot-check basis
only. One report per week on the project will be used as an initial guide. The
frequency may be reduced after a high degree of compliance has been
verified.
Maintain Project Files, which shall contain all data pertinent to the work and to
the requirements of the specifications. In general, project files will support
adequacy of file control, conformance to contract specifications, and contract
payments to the contractor
Monitor the contractor to ensure as-built drawings and specifications are
properly maintained. The CM shall compile the as-built documents and submit
them at the end of the Project to the City Engineer for review, approval and
further processing.
Provide Labor Compliance Services.
Establish project filing system, and maintain projects files and records.
Manage and process change orders and pay requests. Maintain an accounting
of construction costs to complete the Project, including approved change
orders. Review payment requests, make payment recommendations, and
prepare progress payments in City’s standard format.
Manage, respond, approve/disapprove and process RFIs and submittals.
Conduct construction meetings.

Conduct project progress meetings with City and present project progress,
budget, issues, resolutions.
Provide inspection and enforcement of NPDES, and SWPPP.
Provide public relations and outreach services. The project streets are along
heavily travelled, business and residential areas, and will have extensive
impacts on parking, adjacent businesses and residents. Therefore, an effective
public relations effort and program to keep public informed at all times and
responding to public inquiries, comments, complaints effectively is an important
task that the selected consultant is required to perform. Selected consultant is
also expected to make 2 project information, progress presentations at City
Council meetings, and at 2 community meetings.
Respond to inquiries and providing responses to public, City and other parties.
Conduct project walk-through(s) and prepare punch list(s).
Prepare project close out, necessary documents, final invoicing, staff report for
acceptance of project by City Council, presentation of report at City Council,
preparation and filing of Notice of completion at the County Recorders Office,
preparation of final retention release invoice 35 days after NOC filing.
The above tasks are provided as general guidance to the proposing firms. The
proposers shall review the RFP and attached documents and conduct any other
documents review, research and field reviews as they deem necessary, and provide a
detailed scope of services as part of their proposals.
It is the consultant’s responsibility to identify all necessary tasks and components, and
provide all necessary services as required and in compliance with the Project Funding
Application, Caltrans Local Assistance Procedures Manual Chapter 16 Administer
Construction Contracts, this RFP and all applicable standards and requirements, and
provide the City with a complete set of construction management binder at the end of
the project.
C. REQUIRED FORMAT FOR TECHNICAL PROPOSAL SUBMITTAL
Technical Proposal shall be submitted in the format specified below:
Cover Letter: Emphasize strong points of the project team and the firm’s
experience. Include the name, address, telephone number, title, and signature of

the firm’s contact person for this proposal. The cover letter shall state that the
submittal is valid for 120 days.
Table of Contents: Provide contents of proposal.
Section 1. Approach and Scope of Work: Provide your understanding of the
project and describe your approach. Provide a detailed scope of work that your film
will utilize in providing requested services in efficient and cost-effective manner. In
your approach, describe methods that you will use for quality control, budget/cost
control, schedule control, and document control.
Section 2: Schedule: Provide a project a detailed schedule. Use December 4,
2023 as the start date of City’s Notice to Proceed with the project. Show project
tasks, durations, start and completion dates, etc. Construction duration is 60 working
days.
Section 3. Project Team, Key Personnel and Resumes: Provide an organization
chart showing the names and responsibilities of key personnel and subconsultants.
Provide resumes of all key personnel identified in the organization chart.
Section 4. Company Qualifications: Provide qualifications of prime consulting firm
and sub-consultants.
Section 5. References: Provide 5 Public Agency references for similar projects.
Section 6. City’s Standard Professional Services Agreement (see Attachment 2.
CITY’S STANDARD PROFESSIONAL SERVICES AGREEMENT): The referenced
attachment is City’s Standard Professional Services Agreement, which will be
executed by the selected consultant. Proposers shall review the Agreement and
provide a statement that they will comply with all aspects of the Agreement or
provide any comments that they would like the City to consider. Please note that the
City does not guarantee that any revisions to the contract will be accepted. The
selected consultant shall be prepared to execute the contract as is, if the City does
not accept any changes provided by the consultant.
