Economic and Market Analysis Consultant
1. Introduction
The City of Alhambra is requesting qualified firms to respond to a Request for Proposals
(RFP) to serve as a consultant to provide economic and market analysis of the City of
Alhambra, San Gabriel Valley and Los Angeles region.
2. Description of the City
Incorporated in 1903, the City of Alhambra is situated on the western edge of the San
Gabriel Valley region of Los Angeles County. Known as “The Gateway to the San Gabriel
Valley,” the City is a unique community that provides a small-town feel in a big city setting.
The City encompasses 7.6 square miles and shares its boundaries with the neighboring
cities of South Pasadena and San Marino to the north, the City of San Gabriel to the east,
the City of Monterey Park to the south, and the El Sereno and University Hills
neighborhoods of the City of Los Angeles to the west. Freeway access to Alhambra is
convenient; the City shares its western boundary with the northern terminus of the Long
Beach Freeway (I-710) and the San Bernardino/Santa Monica Freeway (I-10) traverses
from east to west through the southern portion of the City.
The City of Alhambra is a full-service, charter City that operates under a council-manager
form of governance with five (5) elected City Council members. Today, the City is home
to a stable and diverse population, estimated to be 81,211 as of 2021. The City is a built-
out community with a downtown and several commercial districts. As a result, many
development proposals within the City involve adaptive reuse, intensification, and/or
replacement of existing uses and facilities. Residential land uses account for approximately
52 percent of the City’s current land area, with an estimated total of 17,972 residential units
consisting of 9,795 single-family dwellings and 8,117 multi-family dwellings. The City
has an estimated 1,513 commercial and industrial parcels, which also include institutional
uses such as churches, schools, hospitals, etc.
3. Background
The City’s Community Development Department is responsible for economic
development that occurs within the City. The Community Development Department is
comprised of five (5) divisions: Building, Code Enforcement, Economic Development,
Housing, and Planning. The Department’s primary roles include overseeing the
development and maintenance of the City’s built environment; the creation of a vibrant and
stable local business community; and the rehabilitation and creation of affordable housing.
The Economic Development Division serves as a liaison to the businesses that may need
assistance in finding a location in Alhambra or expanding their existing business. The
Division is staffed by the Economic Development Specialist and is responsible for

activities and programs to create an authentic downtown and thriving business community.
Current initiatives include improving vacant properties and storefronts, identifying
business resources and partnerships to support Alhambra businesses, streamlining permit
processes, conducting outreach with the business community and completing an Economic
Development Action Plan.
4. Purpose and Overview
The City of Alhambra is issuing a Request for Proposal (RFP) to solicit and select a
qualified firm or consultant to conduct economic and market analysis of Alhambra, San
Gabriel Valley and Los Angeles region. Under the direction of the Community
Development Director, or their designee, the consultant will provide economic and market
analysis needed to support the Economic Development Action Plan. The Plan will create
a comprehensive and integrated approach to economic development that strengthens the
City’s economic base. The timeline will be short term with a four year horizon. The
recommendations will support new business and emerging companies as well as the
retention and expansion of existing Alhambra businesses.
Through the provision of services, the consultant will contribute toward the following
items:
Develop an economic dashboard of relevant demographics and statistics on
Alhambra. Key components will be updated on an annual basis by City staff.
Identify existing and emerging industry clusters and assets unique to Alhambra to
retain and evaluate potential business growth and expansion.
Support City staff with the development of the Plan. City staff will be the primary
lead and develop and write the Plan based on the economic analysis and community
outreach.
5. Project Scope
The consultant will conduct economic and market analysis to support Economic
Development staff in developing an Economic Development Action Plan. The consultant
is expected to fulfill the following tasks, roles, and responsibilities:
a. Review of existing City policies and programs, city departmental plans, general and
specific plans, regional economic development plans and other relevant documents.
b. Develop an economic dashboard of existing economic conditions, relevant
demographics and statics on Alhambra including the following:
Local demographics in neighborhoods within Alhambra, City boundaries, West
San Gabriel Valley, and regional levels including household income, education
levels, unemployment patterns, commuting patterns, languages, etc.

Market position analysis of City’s strengths and competitiveness within the
region.
Cluster examination and analysis of regional growth industries including the
following: retail; biotech and medical manufacturing; and small businesses.
Land use data and inventory to determine appropriate locations for both retaining
and accommodating businesses.
Business data including density, retail mix, ownership patterns, small business
and industry cluster composition.
Workforce characteristics including top 20 major employers, job classifications,
employment clusters, wage rates and patterns.
Gap analysis of existing retail and commercial businesses.
Analysis of commercial and retail conditions including property inventory,
vacancies, lease rates, industry leakage and surplus.
Additional local and/or regional data e.g., planning/zoning, land use, parcel data,
transportation networks, etc. that may support economic growth within the City.
c. Examination of community assets that data may not capture e.g., community
coalitions, networks, and other civic structures; arts and culture, community history
and collective memory; social ties; entrepreneurial spirit; community aspirations.
d. Develop a community survey to understand local economic trends, priorities, and
shopping habits and needs.
6. Anticipated Schedule
The anticipated timeline for evaluating and selecting proposals is identified below. The
City reserves the right to alter the schedule as needed.
