RFP BACKGROUND & AVAILABLE AMOUNTS
The City of Berkeley streamlined its funding sources into a coordinated allocation process and
is soliciting proposals for funding from the programs outlined below. Estimated funding
amounts for the coming fiscal year for each source are as follows:

The total amount of local funds available for FY 2025 to FY 2028 will be finalized during the City’s
biennial FY 2025-2026 budget process. Additionally, the City does not yet know its CDBG, ESG,
and CSBG allocations, which are dependent on the Federal budget and annual allocation to the
City of Berkeley. The CSBG and HHAP State of California awards amounts are also estimates at
the time of this RFP release. This is a competitive solicitation; therefore, continued funding is not
guaranteed.
For FY 2025, the City will establish four-year contracts for all proposals funded by the Council
regardless of whether the funding source is CDBG, CSBG, ESG, Measure E, HOME-ARP,
HHAP, Measure U1, or General Fund. However, funding for subsequent years (FY 2026 – 2028)
is not guaranteed and will be subject to reevaluation based on funding availability and other
factors such as contract performance.
The City’s allocation of funds for proposals submitted through the joint RFP process will take into
consideration the eligibility requirements of each funding source alongside local plans and
priorities. Federal legislation mandates that each city applying for their entitlement funds submit a
Consolidated Plan to HUD, a process the City of Berkeley does every five years. The
Consolidated Plan is supplemented by annual updates in the form of Annual Action Plans
outlining program priorities, proposed activities to be funded with, and the coordination of federal
funds with local funds and programs to achieve the objectives outlined in the Consolidated Plan.

PUBLIC PARTICIPATION
Public meetings and hearings are a crucial component of the allocation process and provide
citizens with a direct mechanism to participate and to express their views. The Commissions
reviewing the proposals are citizen bodies authorized by the City Council to hold public hearings,
review proposals, and make funding recommendations to Council. (See schedule on front page
for dates of important meetings). City Council makes final funding decisions of eligible proposals
after it has considered public input as well as funding recommendations from the City Manager
and the reviewing commissions.
COMMISSION MEETINGS
Three City of Berkeley Commissions and a Youth Review Panel will review proposals solicited
under this RFP Process. These commissions and Youth Review Panel may schedule
additional meetings to conduct in-depth reviews of the proposals, although specific dates have
not yet been established. For further details regarding commissions’ schedules, please consult
the City’s website: https://berkeleyca.gov/your-government/boards-commissions. To the best
of our ability and timelines, updated meeting dates will also be posted on the City of Berkeley’s
Website on the Bids and Proposals Opportunities Page under the link to this RFP opportunity.
The Housing Advisory Commission (HAC) reviews proposals related to housing
services, housing rehabilitation, and workforce development services. Its meetings are
held on first Thursday of each month at 7:00 p.m. at the South Berkeley Senior Center
(2939 Ellis Street).
The Human Welfare and Community Action Commission (HWCAC) reviews anti-
poverty program services, except for those in the homeless services, youth, and
recreation categories. Meetings are held on the third Wednesday of each month at
7:00 p.m. at the South Berkeley Senior Center (2939 Ellis Street).
The Homeless Services Panel of Experts reviews all homeless assistance
proposals. Meetings are held the second Wednesday of each month at 7:00 p.m. at
2180 Milvia Street, Cypress Room.
The Berkeley Youth Equity Partnership (YEP) Youth Review Panel reviews
proposals that are related to African American/Black and Latinx young people who live
and/or go to school in Berkeley. Meeting times and locations will be determined based
on the schedules of the participating young people, and posted in advance to allow for
public participation.
