City of Davis Request for Proposals Short Range Transit Plan Update

The City of Davis is seeking proposals from qualified consultants to prepare a Short Range Transit Plan (SRTP). The SRTP will focus on two systems, Unitrans and Davis Community Transit (DCT). Unitrans provides fixed route bus service within the city and campus. There are nineteen routes that circulate to key destinations within the City, with most routes leading to either the UC Davis Memorial Union and/or the UC Davis Silo. Davis Community Transit (DCT) is the complimentary paratransit provider for Unitrans and Yolobus. DCT operates within a one-mile radius of a fixed route bus stop. DCT provides origin to destination service to customers who qualify under the Americans with Disabilities Act (ADA).

This is a federally-funded project with Federal Transit Administration 5307 Formula Funds allocated to complete this plan. This plan will assess local transit needs and services provided by Unitrans and DCT. The City is seeking consultants with experience preparing SRTP Updates for systems of similar size and operational characteristics.

The contract will commence at the date the agreement is signed, and the anticipation is that the final plan be completed within one year. In addition to the City of Davis SRTP, YoloTD is also posted an RFP to update their SRTP. The City and YoloTD are encouraging consultant teams to coordinate the community engagement for both SRTPs.

Questions about this RFP are required to be submitted via email to Jennifer Donofrio by Monday, February 12, 2024. Questions submitted after the due date or via phone will not be accepted. All substantive questions and answers will be posted below (PDF format) and distributed to applicants by February 16, 2024.

Proposals will be considered complete only if all of the items listed under the Proposal Requirements are included. Please note, the City will not accept incomplete proposals or proposals time stamped after the submittal due date and time.

No late proposals will be accepted for any reason. No exceptions will be allowed.
