Q1. Is there a DBE goal or requirement for this submittal?
A1. There is no DBE requirement.
Q2. For Task 4: Station Area Vision Plans, how many conceptual level development plans do we need
to develop and to what level of detail?
A2. The City anticipates Station Area Vision Plans for up to five (5) stations. The plans will be conceptual
level station design and layout, including how the station would interact with adjacent land uses,
multimodal access to the stations, and potential station amenities.
Q3. For Task 2: Alignment and Station Locations, are you looking for drawings with a level of detail
similar to the conceptual layouts in Michael Baker International’s 2016 study?
A3. The City is looking for a sufficient level of detail to understand the design and construction work
necessary to bring the ultimate facilities to life. The alignment mapping should be specific enough to
understand any necessary changes in roadway, sidewalk, or trail alignments, as well as potential impacts
to existing or planned buildings, parking areas, and other private improvements. An understanding of
potential utility conflicts should also be identified. Note, the City has access to sewer and water
infrastructure data from those utility providers in GIS format; additional data regarding dry utilities may
require coordination with SMUD, PG&E, and others, and/or visual investigation. The City does not
anticipate the need for potholing or other excavation-related exploratory work. Note, the 2009 light rail
study did rely on some field survey data, which can also be made available. The Consultant should
identify the recommended approach and work plan necessary to achieve the requested level of design
services. Opportunities for optional, value-added services may also be considered, but would be
selected by the City based upon the available budget and schedule, as well as the long-term usefulness
of the information for when the project advances into design development.
Q4. The RFP states that the proposal should be on 8.5” by 11” paper. In our electronic submittal, can
we add in some 11” by 17” pages to display any oversize graphics?
A4. Yes.
