Does the City prefer any specific software or tools or has
established as standards for similar projects?
The City requires all models in HEC-RAS format. Additional
software may be recommended by the Consultant for approval. In
the past, similar projects have used SacCalc and XPSWMM to
supplement analysis and calculations.
Does the City wish for the fee proposal to be submitted in a
separate sealed envelope from the technical
proposal/qualifications?
No. The proposal shall be submitted in a sealed envelope clearly
marked Storm Drainage Master Plan Update and contain all the
information indicated in “Guidelines for Proposal” including item 7-
Fee.
Please confirm that the previous SDMP models and/or
geospatial files are available to leverage for this SDMP Update.
All available H&H studies will be provided including the SDMP
models and geospatial files.

Please confirm that field verification of data, particularly
topographic and pipe invert/size information, are not
requested as part of this proposal.
Field verification of data may be required if needed to resolve
issues identified during the development of the SDMP.
On page 14 of the RFP (Task 5 – Determine Capacities of Major
Existing Storm Drainage Facilities), it states “At the
completion of the process all models must be in a HEC-RAS
format provided to the City in a manner that can be updated as
changes occur in the future.” Please confirm that this
requirement is not intended for the drainpipe portion of the
system. In future versions of HEC-RAS, HEC intends to include
the ability to model subgrade drainage pipes, but as of the
November 8, 2023 Beta Release this feature is not yet
available.
Correct, the drainpipe portion of the system is not included in the
HEC-RAS format but should be submitted using XPSWMM.
Assuming that the City geodatabase of the existing storm
drain network will be made available to the selected team, are
there a significant numbers of data gaps in the database for
critical fields such as inverts, diameters, etc.?
No significant data gaps are known but if any are identified during
the development of the SDMP then field verification will be
required.
Can the City expand on the LOMC Process that they are
intending to use for the individual parcels? Is a LOMA or a
LOMR path anticipated?
a) Is the intent to use the SDMP modeling results to
revise the entire floodplain as a whole for the
City? Or is the plan to use the results as "best
available" data for floodplain regulation?

b) Is there an approximate number of parcels that
the City is anticipating for this process?
The LOMC process (LOMA or LOMR) used for removal of the
individual parcels from the SFHA will depend on the findings from
the SDMP modeling.
a) The intent is to use the SDMP modeling results to
update/revise portions of the floodplain.
b) No. The number of parcels is not known.
Should the consultant submit proposal costs in a sealed
envelope?
The entire proposal is to be submitted in 1 sealed envelope. The
cost proposal is item 7 of the entire proposal and does not require a
separate sealed envelope.
Will the 200-year 2D Hydraulic model need to include
underground storm drainage facilities and smaller watersheds,
or can it focus on overland flow paths only, including channels
and major crossings, to only satisfy meeting SB5
requirements?
The 200-year 2D hydraulic model can focus only on overland flow
paths including channels and major crossings.
Can the City provide a list (or map of coverage) of the stream
hydraulic models (generally effective FEMA models) available
from the City
Yes, the City will provide a list of the hydraulic models.
Is assessing Nolte flow conditions part of the assessment of
City Standards and capacity determinations?
Yes, assessing Nolte flow conditions is part of the assessment of
City Standards and capacity determinations but in some cases the
Sacramento method will be required.

Under Task 6, does the City have a database of existing storm
drains identifying size, inverts and pipe materials?
The City has and will provide a database of the existing storm
drains.
Under Task 8, will the impact fee assessment include the
calculation and structuring of new fees?
No, the task is to assess the construction costs of the proposed
storm drainage improvements and O&M costs of the complete
storm drainage system and compare them to the current impact fee
assessments. The information will then be used by the City to
structure new assessments in the future if needed.
On page 7 of the RFP under 7. Fee it says: “Upon completion
of each task, the Consultant will notify the City and request
payment for the products and services by submitting an
invoice and a brief description of work performed during the
billing period. (Emphasis added)” Does this mean that billing
is task (and subtask) based (milestone billing) or that billing is
monthly and invoices are broken down by task (and subtask)?
The billing will be monthly and broken down by tasks and subtasks.
On page 14 of the RFP under Task 1 Project Management it
says: “(T)he consultant shall prepare a Project Guide (Work
Plan) and Project Schedule. The schedule shall be updated
and submitted with a monthly Project Progress Report. The
consultant shall also provide in writing a Quality
Control/Quality Assurance procedure for the Project, which
shall be submitted with the proposal.” Does this mean that the
QAQC plan should be submitted as part of the proposal
responding the RFP or does it mean that the QAQC plan will
be submitted along with the proposed work plan and schedule
during Task 1?
The QA/QC plan is to be submitted with the proposal responding to
the RFP.
