RFP-05-023-Downtown Housing Capacity Study

The City of Healdsburg (City) is seeking proposals from qualified consultants to prepare a Downtown Housing Capacity Study primarily focused on the Downtown Commercial (CD) and Service Commercial (CS) zoning districts. The goal of the study is to evaluate our existing codes, recent legislation, and State law to identify barriers to, and opportunities for, increased housing capacity in Healdsburg’s Downtown area. The Study should include a graphical component to help illustrate how increased density/capacity and different housing types could fit in and enhance the existing downtown area.

This effort is aimed at studying the potential for residential uses in the downtown area, gauging community support, identifying opportunities and constraints, and identifying what changes would be needed to Healdsburg’s existing codes. For example, the Downtown Commercial and Service Commercial zones both allow for residential uses but the maximum density of 18 units per acre has driven development toward visitor serving uses such as hotels as the highest and best use from a development/economic perspective. Healdsburg is looking for an iterative process that engages and educates the community about the potential for missing middle housing in Downtown Healdsburg. The City is not looking at preparing a Specific Plan for the area as part of this effort. This effort will instead help determine if such a planning effort is warranted.
