The City of Laguna Hills hereby invites qualified firms to submit a proposal to perform a Comprehensive User Fee Study. All proposals submitted in response to this RFP must be in an 8.5 X 11 inch reproducible format. No email or faxed copies will be accepted. Five (5) copies of the Proposal, and One (1) unbound reproducible copy of same, must be received at the address noted below by 5:00 P.M. on Friday, January 19, 2024.

The City of Laguna Hills hereby invites qualified firms to submit a
proposal to perform a Comprehensive User Fee Study.
The City of Laguna Hills is located in South Orange County
approximately 60 miles south of Los Angeles and 70 miles north
of San Diego. The City is home to 30,525 people and over 1,300
businesses. Although the majority of the area in the City has a
distinctive residential character, the City has a strong commercial
base in its northern section. This commercial area, or “urban
village,” is anchored by the former Laguna Hills Mall (soon-to-be
Village at Laguna Hills), the Oakbrook Village Shopping Center,
and the Saddleback Memorial Medical Center. In addition, the
area north of the Mall holds a complement of freeway
commercial and mixed-use/light industrial uses.
It is the City’s goal to have a well documented fee structure that
is based on a legally defensible methodology for calculating and
establishing the City’s building and planning fees and other City
rates, charges and fees, which will incorporate all direct and
indirect costs in providing the services and will be fully compliant
with various statutes, including the Mitigation Fee Act
(GC§66000 et seq.), Proposition 218, the State Controller’s
Office Guidelines for Cost Claiming, OMB Circular A-87
standards, etc.
The City was incorporated as a general law City on December
20, 1991. At incorporation, the City adopted the fee schedule
and categories used by the County of Orange for providing
development services and processing development applications.
On November 22, 1994, the City engaged the services of an
outside consultant who recommended revisions to the then
existing system to recover the direct and indirect costs of
development-related services. To implement the consultant’s
recommendation and fee schedule, City Resolution No. 94-11-
22-2 was passed, adopting the City of Laguna Hills Fee Study
and Fee Schedule.
On March 28, 1995, City Resolution No. 95-03-28-4, establishing
duplication of certain records and fees for related services, was
adopted, which rescinded City Resolution 92-01-14-6 and
amended City Resolution No. 94-11-22-2.

In 1996, with the approval of City Ordinance 95-9 adopting the
Laguna Hills Development Code on November 14, 1995, certain
application types in the County of Orange Zoning Code were
eliminated and new application types were created. Additionally,
new encroachment application for lane closure was established
by the City’s Engineering Department. On February 27, 1996,
City Resolution No. 96-02-27-2 was approved to adopt certain
fees and rates for development application processing permits
and services and rescinded City Resolution No. 94-11-22-2.
On July 22, 1997, following a comparison study of several
neighboring jurisdictions, City Resolution No. 97-07-22-1 was
approved to adopt certain fees, rates and charges for
development application processing permits and services and
rescinded City Resolution No. 96-02-27-2.
Subsequently, formal fee studies were performed in 2007 and
2016 to update the master fee schedule.
5 Scope of Work
The particulars of the scope of work required include but are not
limited to the following performance elements:
a) development of a fee study that includes a legally
defensible methodology for calculating and establishing all
proposed development processing fees and other City
rates, charges, and fees that demonstrates that such fees
do not exceed the reasonable estimated cost of providing
the service (or for administering the regulatory program) for
which the fee is charged and which is not levied for
revenue generating purposes;
b) the fee study must establish the estimated costs of the
service or regulatory activity and form the basis for
determining the manner in which the costs are apportioned
so that charges allocated to a payer bear a fair and
reasonable relationship to the payer’s burdens on or
benefits from the regulatory activity;
c) the fee study must establish that the rates, charges, and
fees are reasonable, fair, equitable in nature, and are
proportionately representative of the costs incurred by the
City;
d) recommendation of the most appropriate cost recovery
system, whether deposit-based or set fees, valuation-
based or cost of service, and/or the use of internet
billing/permitting system;
e) recommendation of a fee structure that will encourage
users to utilize the City’s online permitting system;
f) provide the methodology for the City to administer and
update the fee structure to accommodate future changes in
the organization or changes in cost;

g) report on other matters that may come to your attention in
the course of your evaluation and study that in your
professional opinion the City should consider;
h) present the recommended fee structure and methodology
to the City’s project study task force during two meetings,
and make the necessary adjustments as requested;
i) prepare and deliver, up to two presentations, to the City
Council of the City of Laguna Hills to facilitate their
understanding of the study conducted, the fee structure
recommended and its implications to the City;
j) develop an overhead rate for the City, and a fully burdened
hourly rate per employee schedule.
The above scope of work program details is only a guide to the
anticipated scope of work. The proposal should indicate any
other tasks you may consider necessary to perform the required
study.
6 Proposal Content

This must be limited to two (2) pages.
6.3 Methodology
Provide a detailed work plan, including an itemization of work
tasks responsive to the above scope of work, a list showing
each of the work tasks and such other details that will
demonstrate how you will meet the requirements of this RFP.
Identify any modifications or enhancements to the scope of
work outlined above.
6.4 Schedule
Provide a detailed project schedule identifying each task and
its proposed duration.
6.5 Resources
Identify key resources that will be involved in the completion of
the requested fee study, including the people, materials, and
facilities. You may include a one-paragraph summary of the
background of key managers, consultants, technical experts,
etc., who will work on the required services.
6.6 Qualifications
Provide information about your organization and why your
organization is uniquely qualified to perform the study. Some of
