INVITATION TO BID (ITB) FOR
ILLEGAL DUMPING CLEAN-UP AND VEGETATION REMOVAL SERVICES
The City of Lancaster will receive ELECTRONIC BIDS ONLY for ITB 812-24 ILLEGAL DUMPING CLEAN-UP AND
VEGETATION REMOVAL SERVICES prior to 2:00 P.M. (13:59:59 – according to the PlanetBids official Bid clock)
Wednesday, December 13, 2023, via the City of Lancaster Contractor Portal through PlanetBids. The
Contractor Portal can be accessed at the following address:

Bid results will be posted via PlanetBids. Bids must be completed online, entered into the line items section of
PlanetBids, and include all forms provided or information requested, as specified on PlanetBids. Bids are
required for the entire work as shown on the Specifications.
The services to be performed by the successful Contractor are described in Exhibit A, Scope of Services and
Specifications within ITB No. 812-24.
A pre-bid meeting will be held at 1 PM on Monday, November 27, 2023, at the City of Lancaster’s
Maintenance Yard, 615 West Avenue H, Lancaster California 93534. Attendance at the meeting is not
mandatory, but is highly recommended. Please contact Purchasing at bidinquiries@cityoflancasterca.gov for
questions regarding this meeting. All project documents will be made available on PlanetBids as indicated in
this ITB.
SPECIFICATIONS
The City of Lancaster is seeking Bids from qualified Contractors to provide comprehensive Illegal Dumping
cleaning and Vegetation Removal Services throughout the City for three (3) years with two options to renew
for an additional one (1) year term each. Services are scheduled for five days per week, as well as
emergency/on-call clean-up services, this may vary depending on funding. The selected Contractor shall
provide services per services outlined in this scope of work. These clean-up activities aim to protect the health
and safety of homeless individuals, the general public, and the environment. City Staff will identify site
locations.
The Contractor shall provide all labor, material, tools, personal protective equipment, and gear required to
perform the work to handle, remove, transport, dismantle, and dispose of the waste materials and leave a
clean site as described in Exhibit A – Scope of Services.
This ITB contains the information and documents necessary to prepare and submit a responsive bid.
Proposers are responsible for complying with all requirements identified herein. By submitting a finished bid
packet, the Proposer represents that it has thoroughly examined and become familiar with the work required
within this bid and that it is capable of supplying a product to achieve the City’s objectives. Requests for
modifications to the submitted bid packet on the grounds that the Proposer was not fully informed as to any

fact or condition will not be allowed. The City reserves the right to accept or reject any Bid, or portions
thereof, or to waive any informalities or irregularities within the bids.
INSTRUCTIONS TO CONTRACTORS
QUESTIONS REGARDING THIS ITB
It is the responsibility of the Contractor to inquire about and clarify any requirement of this ITB that is not
understood. All questions and requests for clarifications during the solicitation phase of this procurement shall
be submitted via the City of Lancaster Contractor Portal through PlanetBids. The Contractor Portal can be
accessed at the following address:

The City of Lancaster must receive all questions and requests for clarification concerning this project by the
date indicated in the solicitation timeline.
All questions, answers, and addenda will be published through PlanetBids by the date indicated in the
solicitation timeline.
Oral statements concerning the meaning or intent of the contents of this ITB by any person is unauthorized
and invalid. The City will not be responsible for any other explanation or interpretation of the ITB, or for any
oral instructions. No oral questions or inquiries about this ITB will be accepted. Any contact with City
personnel other than those in Purchasing may result in the Contractor being disqualified.
CLARIFICATION STATEMENTS
For clarification purposes, the words “Contractor”, “Consultant”, “Vendor”, “Supplier”, “Company”,
“Proposer” and “Bidder” shall be read to be one and the same. The words “Contract”, “Purchase Order”, and
“Agreement” shall be read to be one and the same. The words “Bid”, “Quote”, and “Proposal” shall be read to
be one and the same. “City of Lancaster” and “City” shall be read to be one and the same. “Invitation To Bid”
and “ITB” shall be read to be one and the same.
DEPARTMENT OF INDUSTRIAL RELATIONS (DIR) REGISTRATION
Based on project proposal DIR registration is required. See below for requirements:
SB 854 bill signed into law on June 20, 2014, established a new public works contractor registration program
to replace prior Compliance Monitoring Unit (CMU) and Labor Compliance Program (LCP) requirements for
bond-funded and other specified public works projects. The Department of Industrial Relations (DIR) requires
all contractors and subcontractors who bid or perform work on a public works project (as defined under the
Labor Code) to be subject to registration and annual renewal fee. Contractors must apply online and meet
minimum qualifications to be registered as eligible to bid and work on public works projects. The requirement
to list only registered contractors and subcontractors on bids becomes effective on March 1, 2015. The

requirement to only use registered contractors and subcontractors on public works projects applies to all
projects awarded on or after April 1, 2015. All projects utilizing contracts awarded from this solicitation shall
comply with the requirement of SB 854.
Coverage is not limited only to work performed at the construction site by the traditional construction trades,
but extends broadly to workers employed “in the execution of” the public works contract.
Consultant mapping and surveying, geotechnical investigation, potholing, and traffic control services are
subject to prevailing wage requirements. The Contractor is responsible to determine any other components of
the advertised scope of work, if any, are subject to prevailing wage requirements.
The Contractor shall be registered. Pursuant to Labor Code (LC) section 1725.5, no prime contractor may be
awarded a contract containing work subject to prevailing wage requirements unless registered with DIR.
NO CONTACT POLICY
After the date and time established for receipt of bids by the City, any contact initiated by any Contractor with
any City representative, other than the representative listed herein, concerning this Invitation to bid is
prohibited. Any such unauthorized contact may cause the disqualification of the Contractor from this
procurement transaction.
PROPRIETARY MATERIAL
Be advised that all information contained in bids submitted in response to this solicitation may be subject to
the California Public Records Act (Government Code §6250 et. seq.), and information’s use and disclosure are
governed by this Act. Any information deemed confidential or proprietary should be clearly identified as such.
It may then be protected and treated with confidentiality only to the extent permitted by state law.
COMPLETION OF BID
Bids shall be completed in all respects as required by this ITB. A bid may be rejected if conditional or
incomplete, or if it contains any alterations or other irregularities of any kind, and will be rejected if any such
defect or irregularity can materially affect the quality of the bid. Bids which contain false or misleading
statements may be rejected. If, in the opinion of the City’s selection committee, such information was
intended to mislead the City in its evaluation of the Bid, and the attribute, condition, or capability is a
requirement of this ITB, the Bid will be rejected. Statements made by a Contractor shall also be without
ambiguity, and with adequate elaboration, where necessary, for clear understanding. Unauthorized
conditions, exemptions, limitations, or provisions attached to a Bid will render it non-responsive and may
cause its rejection.
The Contractor, in responding to this ITB, must submit Bids in the format identified in this ITB. The Bid must
address all requirements of the ITB even if a “no response” is appropriate.

Costs for developing Bids are entirely the responsibility of the Contractor and shall not be chargeable to the
City.
Only one Bid is to be submitted by each Contractor. Multiple Bids will result in rejection of all Bids submitted
by the Proposer.
ERRORS AND OMISSIONS
If, prior to the date fixed for submission of Bids, a Contractor discovers any ambiguity, conflict, discrepancy,
omission or other error in this ITB or any of its appendices or exhibits, s/he shall immediately notify the City of
such error in writing and request modification or clarification of the document. Modifications shall be made
by written Addenda to the ITB.
Interested Contractors may submit request for clarifications in email or writing. The City will compile all
requests and provide responses in written format to all Contractors who have furnished or requested an ITB.
If Contractor fails to notify the City, prior to the date fixed for the submission of Bids, of an error in the ITB
known to the Contractor, or an error that reasonably should have been known to the Contractor, Contractor
shall submit its Bid at his/her own risk, and if Contractor is awarded a Contract, Contractor shall not be
entitled to additional compensation or time by reason of the error or its later correction.
ADDENDA TO BID
The City may modify the ITB, any of its key actions, dates, or any of its attachments, prior to the date fixed for
submission of Bids by issuance of an Addendum to potential Contractors. Such Addendum shall also be posted
on the City’s website. Contractor shall acknowledge receipt of all Addenda in their Bid. Any Addenda issued
during the time for submission of bids will be made part of the Agreement. Contractor shall be responsible for
ensuring all addenda are included in its response.
EXECUTION OF BID
The full name, business address, zip code, and business telephone number (with area code) of individual,
partnership, joint venture, or corporation submitting a Bid shall be typewritten on the Bid. The Contractor
shall ensure that the Bid is signed by an authorized signatory.
WITHDRAWAL OF BID
A Bid may be withdrawn after its submission by written or facsimile request signed by the Contractor or
authorized representative prior to the time and date specified for Bid submission. Bids may be withdrawn and
resubmitted in the same manner if done so before the Bid submission deadline. Withdrawal or modification
offered in any other manner will not be considered.
