SECTION 1 INTRODUCTION

The City is requesting Statements of Qualifications and Proposals (SOQ&Ps) from professional

design firms to perform Architectural/Engineering (A/E) Design Services for the conversion and

renovation of the Lancaster Municipal Stadium (formerly known as The Hanger) from a baseball

stadium to a soccer stadium. The stadium is located at 45116 Valley Central Way in the City of

Lancaster, California.

The project will require an experienced full‐service A/E consultant (team) with the ability to

evaluate the existing conditions and make recommendations in a wide range of design services

including, but not limited to: architectural, structural engineering, civil engineering, mechanical

and electrical design, landscape architecture design, surveying, and geotechnical engineering.

This RFQ&P contains the information and documents necessary to prepare and submit a

responsive SOQ&P. Firms are responsible for complying with all requirements identified herein.

By submitting a finished SOQ&P package, the firm represents that it has thoroughly examined

and become familiar with the work required and that it is capable of delivering construction

documents that achieve the City’s objectives. Requests for modifications to the submitted

SOQ&P on the grounds that the firm was not fully informed as to any fact or condition will not be

allowed. The City reserves the right to accept or reject any SOQ, or portions thereof, or to waive

any informalities or irregularities within the SOQ.

Obtaining RFQ&P Documents

Respondents must be registered as a vendor with the City’s electronic bid management system,

PlanetBids (PB™) to access all solicitation documents, including any attachments, related to this

RFQ&P. As a registered vendor within the CITY’s vendor database, respondents will be

automatically notified of “Question & Answer” responses, RFQ&P updates, and addenda.

Registration is free and immediate.

2. Navigate to Our City>Departments & Services>City Clerk>Bid Notices and Results

3. Then click on PlanetBids Vendor Portal Link at:

4. On the Vendor Portal page, you may select “New Vendor Registration” or you may log in

to the system (upper right-hand corner of screen) with your assigned username and

password. (You must be registered to download documents.)

5. Choose Bid Opportunities and then enter the RFQ&P Number and Description that you

wish to respond to. The selected RFQ will open to allow you to access all tabs and

documents.

6. Choose the Documents tab to download all documents that are part of this RFQ&P.

7. Choose the tab Addenda/Emails to be sure you have read and acknowledged all addenda

that have been issued for this RFQ&P.

SECTION 2 PROJECT BACKGROUND AND PURPOSE

With the departure of the Lancaster Jethawks, the City has been searching for a new use for the

Lancaster Municipal Stadium (Stadium). In partnership with Antelope Valley Soccer, Inc., the City

will once again offer an opportunity for the community to unite, this time in support of professional

soccer.

The City will be renovating and converting the 4,600-seat baseball stadium to a 5,300-seat soccer

stadium for a new USL team. A conceptual design was prepared by ODELL Architecture and is

included as an attachment to Exhibit "A” in Appendix A. Phase 1 will include the following:

• Demolition of batting cages, dugouts, and portions of existing stadium seating

• Installation of modular standing bleachers and loge seats on the west and south

wings of stadium

• Installation of modular standing bleachers for the east side of the soccer field

• New Supporters Section standing terraces and canopy for the north side of the soccer

field

• Conversion of baseball infield to artificial turf soccer pitch

• Access around the field (pedestrian and vehicle)

• LED light upgrades

• Food truck area, berms, and access

• Upgrade to Landscaping and Irrigation

It is anticipated that Phase 2 and later phases will include:

• New Stadium Facility Name Signage

• Upgrade Suites and Support Areas

• Pitch Village

• Beer Garden

• Family Zone

• Replacement Scoreboard

• Batter’s Screen Conversion to new Marquee

• North Restrooms and Concessions

• East Restrooms and Concessions

Reference Appendix A, Exhibit “A”, for detailed description of scope. Phase 2 design and

later phases will be awarded and completed under separate agreement.

SECTION 3 PROJECT LOCATION, DESCRIPTION AND SCOPE OF SERVICES

The selected firm shall perform A/E Design Services for the conversion and renovation of

Lancaster Municipal Stadium, including, but not limited to, preparation of Construction

Documents, Permitting, and Bidding and Construction Engineering Support.

Details for Project Location, Description, and Scope of Services are as documented in the

Agreement for Professional Services, Exhibit “A” (included in Appendix A of this RFQ&P).

For reference, record drawings of the existing stadium are provided in Appendix F.
