1.0 PROJECT SUMMARY
The City of San Leandro is soliciting proposals from licensed architectural firms with a specialty
in or experience with fire station and government building design in accordance with this Request
for Proposals (RFP). The scope generally includes the development of programming
reports/documents and preliminary cost estimate and construction schedules/timelines for the
replacement of three of the five fire stations the Alameda County Fire Department operates in the
City of San Leandro. See Section 3.0, “Scope of Required Services” for a more detailed scope.
While the intent of the City is to award the contract to the selected consultant, it reserves the right to
withdraw and/or not award a contract at any time it so desires. All submitted proposals become the
property of the City of San Leandro.
2.0 PROJECT INFORMATION
PROJECT BACKGROUND
Within the City of San Leandro, fire protection services are provided by the Alameda County Fire
Department (ACFD). ACFD operates the five City-owned fire stations in San Leandro and has
done so for over 20 years. Of the five fire stations in San Leandro, three have reached or are
approaching their end-of-life and need to be replaced. These are Fire Stations 9, 12 & 13.
The goal of this project is to document the programming needs for stations 9, 12 & 13 and develop
preliminary but comprehensive construction cost estimates and timelines to establish a budget for
the future projects and help determine what the funding needs would be for these station
replacements. The City of San Leandro is exploring the viability of a potential bond measure or
other revenue measure that could be brought before voters as part of the November 2024 or other
future election(s) to off-set the costs of fire station replacements. Below are more details about
each of the fire stations to be replaced:
Fire Station 9: Located at 450 Estudillo Avenue, rectangular parcel, public street frontage
to the south, west and north (Estudillo Avenue, Huff Avenue & Callan Avenue,
respectively). The neighborhood is a mix of low to medium density multi-family residential
and commercial office uses. Fire Station 9 is an approximately 8,400 square foot single
story building with three apparatus bays originally constructed in 1969 on a 44,080 square
foot (1.01 acre) parcel. This station houses an engine and a truck company, approximately
6-7 fire personnel.
Fire Station 12: Located at 1065 143rd Avenue, rectangular parcel, public street frontage to
the southeast (143rd Avenue). The neighborhood is primarily residential, ranging from
single-family homes to medium density multi-family developments. Fire Station 12 is an
approximately 9,700 square foot single story building with three apparatus bays originally
constructed in 1950 on a 39,296 square foot (0.90 acre) parcel. This station houses an
engine and a truck company, approximately 7-8 fire personnel. Fire Station 12 is also home
of the HazMat Response vehicles and the Battalion Chief for Battalion 4.

Fire Station 13: Located at 637 Fargo Avenue, rectangular parcel, public street frontage to
the south (Fargo Avenue). The neighborhood is a mix of single-family to medium density
multi-family residential and commercial uses. Fire Station 13 is an approximately 3,400
square foot single story building with two apparatus bays originally constructed in 1953 on
a 12,278 square foot (0.28 acre) parcel. This station houses an engine company,
approximately 3-4 fire personnel.
Fire Stations 9 and 12 will be entirely replaced within their existing site boundaries. Fire Station
13 is on a parcel that is not large enough to meet the needs of a modern fire station. The City is
looking for opportunity sites within the Fire Station 13 service area as potential relocation sites,
including adjacent unused commercial spaces to create a larger site for the new fire station.
Pending the programming for Fire Station 13, the replacement station will likely be two stories if
a suitable larger relocation site cannot be found.
See Attachment A for a map of the station locations and the approximate boundaries of their
service areas.

3.0 SCOPE OF REQUIRED SERVICES
The City of San Leandro is soliciting proposals from licensed firms with a specialty or experience
with fire station and government building design in accordance with this Request for Proposals
(RFP). The scope generally includes the development of programming reports/documents and
preliminary cost estimate and construction schedules/timelines for the replacement of ACFD Fire
Stations 9, 12 & 13 in the City of San Leandro. These documents shall be prepared to meet the
applicable industry standards including, but not limited to, the National Fire Protection Association
(NFPA), Insurance Services Office (ISO), and other professional organizations and regulatory
agencies related to this work. The Scope of Services is not definitive and is intended only as a guide
to illustrate the minimum project requirements.

The Consultant will be responsible for conducting all work necessary to provide the required
deliverables. These tasks include, but are not limited to:
A. Data Collection: The Consultant shall coordinate the collection of relevant data, information,
plans, as-builts and other drawings. This data may be obtained from City of San Leandro and
ACFD staff.
B. Fire Station Programming: The Consultant shall develop a detailed program report for each
of the fire stations. In conjunction with the City’s Project Manager for this project, the
Consultant shall attend meetings with appropriate City and ACFD staff and management to
determine the programmatic needs and requirements specific to each station. Program
components to be considered include, but are not limited to, office work/operational areas,
apparatus bays, living quarters, kitchen facilities, training/exercise equipment, maintenance,
storage, and accessibility requirements, etc. The program report for each station shall also
include space requirements outside the fire station building footprint for staff and visitor
parking, drive-through apparatus bays, sandbag filling stations, etc. Conceptual site plans,
layouts or programming diagrams shall be provided demonstrating these space requirements.
C. Fire Station 13 Relocation Analysis: The Consultant shall investigate potential locations
within the ACFD Service Area and within the City of San Leandro for Fire Station 13
relocation. This analysis should provide code and permitting requirements, utility, and site
access considerations, etc. for each potential location.
D. Construction Cost Estimates: The Consultant shall develop a construction cost estimate with
adequate detail to aid in budgeting and securing funding for the future projects. The estimate
shall be comprehensive enough to support a potential City bond measure to fund the future
projects. The construction cost estimates shall include the overall cost of building construction
as well as the cost of the design, demolition of existing improvements, temporary facilities,
project management and project close-out. The cost estimates should also include any
considerations needed to maintain uninterrupted services to the community. In the case of Fire
Station 13, the estimate shall include potential land acquisition costs and potential
construction costs of a two-story structure.
E. Project Management: The Consultant shall attend a kick-off meeting with the City and ACFD
staff after the contract is awarded. At the kick-off meeting, or shortly thereafter, the Consultant
shall provide a project schedule. The Consultant shall attend periodic check-in meetings with
City and ACFD staff to provide updates on the project. The Consultant may also be asked to
prepare presentation materials and attend a City Council meeting and/or a public Community
meeting about the project.
Deliverables:
The project deliverables will be program reports and cost estimates for each of the fire stations.
The programming reports are to be concise documents with text and graphics that can also be
reproduced and provided to the general public. The document shall be on 8 1/2" x 11" sheets;
graphics may use 11" x 17" sheets where necessary. The documents shall be delivered in an
