The City of San Leandro has a project to repair two hillside erosion slides along Lake Chabot Road. The repair project is federally funded and is therefore required to comply with the National Environmental Protection Act (NEPA). The DBE goal for this project is 19%.

Award, resulting from this RFP will be a fixed contract with an initial term of June 1, 2024 through May 31, 2025.

REQUEST FOR PROPOSALS FOR ENVIRONAMENTAL SERVICES
FOR LAKE CHABOT ROAD EROSION REPAIR
The City of San Leandro desires to solicit qualified proposals for Environmental Services in
support of the Lake Chabot Road Erosion Repairs in accordance with this Request for Proposals
(RFP).
Award, resulting from this RFP will be a fixed contract with an initial term of June 1, 2024 through
May 31, 2025.
I. INTRODUCTION
The City of San Leandro has a project to repair two hillside erosion slides along Lake Chabot
Road. The repair project is federally funded and is therefore required to comply with the National
Environmental Protection Act (NEPA). The DBE goal for this project is 19%.
II. BACKGROUND
Lake Chabot Road is a two-lane highway located along the southwestern slope of San Leandro
Creek and immediately downstream of Lake Chabot Dam. It is classified as a Residential
Collector, providing an alternate route to Castro Valley and access to the local Bay-O-Vista
neighborhood. The roadway was constructed by cutting into the hillside upslope and filling on
top of the hillside downslope. During the January 2023 storms two separate erosion slides
occurred, namely site A and site B, making the road way unsafe for vehicular traffic.
At site A, located 200' east of Chabot Terrace, approximately 80 linear feet of embankment
below the road eroded and slid downhill undermining the pavement edge of the westbound lane.
Repairs are anticipated to include construction of a drilled pier, retaining structure on the
downslope, backfill and repaving of the westbound lane.
Site B is located 1600' east of Chabot Terrace. This hillside area was previously bolstered with
rock slope protection (RSP), however, in the recent storms, an approximate 100 linear feet
section of upslope embankment slid, depositing debris and RSP onto the roadway below and
exposing above dwellings to structural vulnerability. Repairs are anticipated to include
construction of a retaining wall at the toe of the slope, re-grading of the upslope hillside, and
reinstallation of salvaged and new RSP.
The intent is to repair the roadway to support vehicular traffic and return it to its pre-storm
service condition.
III. PROJECT OVERVIEW AND OBJECTIVES
Due to federal funding requirements, the project includes Environmental Services in compliance
with NEPA. All work shall be in accordance with current Caltrans Local Assistance Procedures

and shall be subject to scrutiny by their Local Assistance Engineer. The Scope of Services is
listed in Section IV and shall be used as a guide to complete the project. It is subject to
interpretation and proposers are encouraged to modify or add to the listing in their proposal as
deemed necessary to achieve the required compliances.
IV. SCOPE OF SERVICES
The Scope of Services is not definitive and is intended only as a guide to illustrate the minimum
project requirements. The tasks generally include, but are not limited to:
1. Project Description
From available and City provided data, the Consultant shall prepare a project
description including the scope of environmental requirements with a detailed
description of objectives and limitations, an outline of sequences and anticipated
outcomes.
Deliverables: detailed project description; project schedule
2. Preliminary Environmental Study (PES)
The Consultant shall coordinate with Caltrans and City staff to confirm the project
scope and identify issues and potential impacts; prepare a draft PES; conduct filed
meeting to confirm conditions; prepare final PES; and work through an Initial Site
Assessment Checklist.
Deliverables: draft PES; meeting minutes; final PES; completed Checklist
3. Technical Studies
The Consultant shall determine Technical Studies required from the PES phase;
coordinate/consult with various agencies/parties; prepare draft studies/reports for
City and Caltrans review; incorporate comments and provide a final studies/report.

responses
4. Environmental Commitments Record
On substantial completion of the NEPA components, consultant shall prepare an
environmental commitments record (for identifying & tracking commitments
through design and construction phases). A finalized NEPA outcome document for
Caltrans acceptance and signature shall be provided.
Deliverables: environmental commitments record; draft NEPA outcome (CE,
FONSI of EIR); final NEPA documentation
5. Project Management
The Consultant shall manage the environmental effort through to completion;
prepare and maintain schedule; schedule and attend meetings; coordinate work
elements; track costs/budget.

V. PROPOSAL REQUIREMENTS
Successful proposals shall include:
1. Firm/team history and description of Firm’s Experience on similar projects
Qualifications of key personnel who will be assigned to the project, including
sub-consultants Include information that demonstrates a knowledge of detailed
NEPA requirements, sequence and procedures. Experience working with the
Caltrans Local Assistance Engineers is highly desired. Organizational chart and
staff resumes may be included.
2. Approach to work and refinements to scope
Provide a summary methodology of how the firm will pursue the work. Include
methods of management, coordination and quality control. Suggest any
refinements in scope and discuss past use of any suggested refinements.
3. References
Include contact information for past clients. References on similar and recent
projects, in particular with other municipalities, are highly desirable.
4. Estimated level of effort
Include a table indicating estimated level of effort, in hours, for each discipline.
Do not include a fee schedule or estimated total fee.
5. Proposed Fee
A fee schedule, concealed in separately sealed envelope.
6. Disadvantaged Business Enterprise (DBE) Goal
This project has a DBE goal of 19%. Refer to “Exhibit10-I: Notice to Proposers
DBE Information” (attachment B-1). Include completed “Exhibit 10-O1:Consultant
Proposal DBE Commitment(attachment B-2). IF the goal cannot be achieved,

7. Exceptions to Specifications/Agreement language
Either state that the Firm has no reservations with the agreement language
(attachment A-1) or list items that Firm takes exception to.

The Consultant declares, by signing and submitting a proposal, that the proposal is not made in the
interest of, or on behalf of, any undisclosed person, partnership, company, association,
organization, or corporation; that the proposal is genuine and not collusive or sham; that the
