Project Description:

The County of Marin seeks responses from firms with experience in providing culturally competent language services, including document translation, in-language facilitation, and other related language services to assist the County in meeting the language access needs as needed. The County of Marin is seeking a contractor to provide customer support tools and services, electronic or web based instructional materials and specialized curriculum including training to county staff to address county needs such as building permits, business licenses, domestic violence response, emergency preparedness and disaster relief, immigrant right issues, law enforcement and legal terms, medical and mental health terms, social services, tax/real estate terms and victim assistance skills.

On behalf of the Marin County Administrator’s Office the Marin County Procurement Division is
seeking to contract for Interpretation and Translation Services as described in this solicitation.
Proposal packages will be received through Wednesday, October 11, 2023 UNTIL 2:00 PM local
time, at the Marin County Procurement Division, 3501 Civic Center Drive Room 304, San Rafael,
CA 94903 or through Bid Express®.
Any proposer who wished their proposal to be considered is responsible for making certain that
the completed proposal, including all RFP documents, is received in the Procurement office by
the proper time. Proposals received after the scheduled submittal deadline will be returned
unopened.
Copies, alternative formats and auxiliary aids of this RFP will be made available upon request by
contacting David Lawlor in the Procurement Division at DLawlor@marincounty.org.

PROJECT INFORMATION
Background
The County of Marin seeks CONTRACTOR(S) to provide as needed translation and other
language services, including language facilitation, and other related services. Marin County
and the greater Bay Area is a diverse metropolitan center in which over 163 different
languages are spoken. Immigrants are the fastest growing population subset in Marin
County. According to 2000 Census data, Latinx made up 11 percent of Marin’s population;
people of color totaled 16 percent. By 2008, the American Community Survey estimated the
Latinx population of Marin had grown to 13.6 percent. From 1990 to 2000, Caucasians in
Marin decreased from 88.7 percent to 84 percent, further dropping in 2008 to an estimated
81 percent. The Black population grew by 2.1 percent between 1990 and 2000, then by an
additional estimated 10 percent by 2008; Asian/Pacific Islanders grew by 22 percent in the
1990s and then again by 24 percent by 2008 estimates; and percentage of Latinx residences
in the overall population grew by 60 percent in the 1990s, then again by 23 percent by 2008
estimates.
The new immigrant population is centered mostly in the Canal area. While the majority of
Marin County is mostly Caucasian, the largest city of Marin, San Rafael, is 23 percent Latinx
according to the 2000 Census. The Canal area houses 12,000 residents, 70 percent of whom
are of Latin origin, within two square miles. In fact, almost half of the Latinxs in Marin
County live in the Canal area. Some community advocates assert that this population is
significantly undercounted by the U.S. Census due to the high percentage of immigrants and
believe that the 6.6 percent of the countywide population listed as below the poverty line is
both under-reported and heavily concentrated in the Canal.
According to a study conducted by the Marin Community Foundation, 57% of the Canal’s
population speaks no English at home. Of this population, 41% speak Spanish, 9% speak
Asian/Pacific Island languages and 7% speak other languages. In 2000, about 20% of Marin
County’s population spoke a language other than English at home, compared to 23% in the
2006-2008 estimates. The Latinx community accounts for 16% of Marin’s population, and
approximately 12% of Marin’s population aged five years or older (nearly 30,000 people)
speaks Spanish. It is the most common language spoken in the county after English, and the
Latinx population in Marin.
Language access for Limited English Proficient (LEP) individuals is mandated by federal, state,
and local law. According to Title VI of the Civil Rights Act of 1964, The U.S. Supreme Court
ruling in Lau v. Nichols, 414 U.S. 563 (1974), Government Code § 11135, and Dymally-
Alatorre Bilingual Services Act language access is a civil right and one of the key paths to full
and meaningful participation in a democracy.
