Work includes but is not limited to improving accessibility, replacing some doors and windows, new HVAC, insulation, drywall, flooring, painting, rebuilding the kitchen, replacing the plumbing fixtures, including washer and dryer, repairing and relocating sewer drain, vent and water lines, and replacing all of the finishes including electrical systems as needed and lighting. Exterior changes include fortifying structural foundation, replacing the entrance ramp, providing new siding at deck skirt, re-striping and regrading the parking area as needed, resurfacing the decks and relocating some downspouts and drainage piping to provide positive drainage away from the building per the plans and specifications.

Pre-bid Conference:
There is a pre-bid conference scheduled for this project on Wednesday, February 7, at
1:00 p.m. The location is 201 Cantera Way, San Rafael, CA. Contact Michael Shane for more
information, michael.shane@marincounty.gov. Meet at McNears Beach main parking lot.
Pre-bid Questions:
Questions concerning the Bid should be submitted via Bid Express no later than 5:00 p.m. on
Wednesday, February 21, 2024. Inquiries or questions based on alleged patent ambiguity of the
plans, specifications or estimate must be communicated as a bidder inquiry prior to bid opening.
Bid Submission:
The County of Marin will accept electronic bid submittals through BidExpress on or before February
29, 2024, at 2:00PM, at which time bids will be publicly opened and read aloud on a Zoom Meeting.
1. The Engineer's estimated cost for the accomplishment of this work is $550,000. Bids are required
for the entire work described herein.
2. The Contractor shall possess a valid Class “B" General Building Contractors License at time of
bid submittal.
3. To bid on this Project, the Bidder and all subcontractors are required to be registered as a public
works contractor with the Department of Industrial Relations pursuant to the Labor Code. The
Bidder’s and all subcontractors’ registration must remain active throughout the term of the
Contract.
4. A Bid Bond in the amount of 10% of the total bid amount payable to the County of Marin shall
accompany the Proposal.
5. Award of contract, if awarded, will be to the lowest responsible bidder whose proposal complies
with prescribed requirements, and will be within thirty (30) days after receipt of proposals. The
Board of Supervisors of the County of Marin reserves the right to reject any or all bids and the
right to waive any irregularities.
6. The provisions of California Public Contract Code 22300, regarding substitution of securities for
monies withheld to ensure performance shall apply to this contract.
7. This project is to be advertised pursuant to Public Contract Code 22037.
8. The work shall be performed in accordance with official Drawings, Specifications, and other
Contract Documents prepared in reference thereto which may be obtained from the County of
Marin Bid Express home page at https://www.bidexpress.com/businesses/53528/home, and
selected Bay Area Builder’s Exchanges and trade publications.
9. A contractor or subcontractor shall not be qualified to bid on, be listed in a bid proposal, subject to
the requirements of Section 4104 of the Public Contract Code or engage in the performance of any
contract for public work, as defined in this chapter, unless currently registered and qualified to
perform public work pursuant to Section 1725.5 of the Labor Code. It is not a violation of this
section for an unregistered contractor to submit a bid that is authorized by Section 7029.1 of the
Business and Professions Code or by Section 10164 or 20103.5 of the Public Contract Code,

provided the contractor is registered to perform public work pursuant to Section 1725.5 of the
Labor Code at the time the contract is awarded. This project is subject to compliance monitoring
and enforcement by the Department of Industrial Relations.
10. This contract is subject to state contract nondiscrimination and compliance requirements pursuant
to Government Code, Section 12990.
11. The County of Marin hereby notifies all bidders that it will affirmatively insure that in any
contract entered into pursuant to this advertisement, disadvantaged business and woman owned
business enterprises will be afforded full opportunity to submit bids in response to this invitation
and will not be discriminated against on the grounds of race, color or national origin in
consideration for an award.
12. Pursuant to Section 1773 of the California Labor Code, the general prevailing wage rates for Marin
County where the work is to be done have been determined by the Director of the California
Department of Industrial Relations. These wages are set forth in the General Prevailing Wage
Rates for this project, available at Marin County Parks. Prevailing Wage rates are also available at
the State of California Division of Labor Statistics and Research website:

Wage and equipment rental rates as determined by the State of California are listed in the Department
of Transportation publications entitled “General Prevailing Wage Rates," issued monthly, and “Labor
Surcharges and Equipment Rental Rates,” issued semi-monthly.
The U.S. Department of Transportation (DOT) provides a toll-free “hotline” service to report bid
rigging activities. Bid rigging activities can be reported Mondays through Fridays, between 8:00 A.M.
and 5:00 P.M., eastern time, Telephone No. 1-800-424-9071. Anyone with knowledge of possible bid,
bidder collusion, or other fraudulent activities should use the “hotline” to report these activities. The
“hotline” is part of the DOT’s continuing effort to identify and investigate highway construction
contract fraud and abuse and is operated under the direction of the DOT Inspector General. All
information will be treated confidentially, and caller anonymity will be respected.
