INTRODUCTION
The Marin County Department of Public Works Engineering Division seeks Statements
of Qualifications (SOQs) from interested contractors for services related to revegetation
landscaping for unincorporated Marin County road and bridge related projects. County
road and bridge projects often require mitigation plantings and subsequent maintenance
and watering. Given the regularity and number of projects, the County is seeking an on-
call list of contractors to perform this work. The selected contractor(s) shall be capable of
completing this work at various sites.
Types of services needed are described in the Scope of Work below. The County will
select one or more contractor(s) with which to execute a General Services Contract for
upcoming “on-call” work. Each selected contractor on the on-call list may have the
opportunity to submit proposals for specific projects. Task Orders for each project will be
issued to selected Contractors by County Project Managers, and proposals must be
approved by the County Project Manager before work begins. Proposals are to include
Scope, Schedule, Deliverables and Cost Estimate for completion of each task. Execution
of the General Services Contract by a contractor and the submission of proposals for task
orders does not guarantee the award of any task orders. The contract(s) shall remain
active for a period of three (3) years with a total program budget of $200,000 to be made
available to the selected firms on a shared basis. Services will be provided on an as-
needed basis and the anticipated cost of each on-call task will likely fall within the range
of $5,000- $40,000.
The statement of qualifications (SOQ) submitted in response to this RFQ will be used as
a basis for selecting the Contractor(s) for this on-call list. The Contractor’s SOQ will be
evaluated and ranked according to the criteria provided in Appendix B, “Evaluation
Criteria,” of this RFQ.
Addenda to this RFQ, if issued, will be posted on the County of Marin website at:
https://www.marincounty.org/depts/pw/bids-and-proposals.
It shall be the Contractor’s responsibility to check the County of Marin website to obtain
any addenda that may be issued.
The Contractor’s attention is directed to Appendix A, “Statement of Qualifications
Requirements.”
SOQ packages shall be submitted electronically in PDF format. The complete package
shall be emailed to DPWEngineering@marincounty.org prior to 4:00 P.M., Wednesday
November 8, 2023. The email head shall read “SOQ for On-Call Revegetation
Landscaping Services.” The SOQ email shall include two (2) PDF documents, both with
the firm’s name included in the file name.

SOQs received after the time and date specified above will be considered nonresponsive.
An acknowledgement email will be sent to you when your SOQ has been received. If you
do not receive an email indicating “Received” it is your responsibility to follow-up with staff
to confirm receipt. If you do not obtain a “Received” email and also do not follow-up, staff
is not required to consider your submission.
Any SOQs received prior to the time and date specified above may be withdrawn or
modified by written request of the Contractor. To be considered, however, the modified
SOQ must be received prior to 4:00 P.M., Wednesday November 8, 2023.
Unsigned SOQs or SOQs signed by an individual not authorized to bind the prospective
Contractor will be considered nonresponsive and rejected.
This RFQ does not commit the County of Marin to award a contract, to pay any costs
incurred in the preparation of a SOQ for this request, or to procure or contract for services.
The County of Marin reserves the right to accept or reject any or all SOQs received as a
result of this request, to negotiate with any qualified Contractor, or to modify or cancel in
part or in its entirety the RFQ if it is in the best interests of the County of Marin to do so.
The prospective Contractor is advised that should this RFQ result in recommendation for
award of a contract, the contract will not be in force until it is approved and fully executed
by the County of Marin.
All products used or developed in the execution of any contract resulting from this RFQ
will remain in the public domain at the completion of the contract.
The anticipated schedule for selection of contractor(s) is as follows:

December 19, 2023
Any questions related to this RFQ shall be submitted in writing to the attention of Judd
Goodman via email at DPWEngineering@marincounty.org. Questions shall be submitted
before 4:00 PM on Wednesday, November 1, 2023.
No oral questions or inquiries about this RFQ shall be accepted.

SCOPE OF WORK
General:
The County of Marin is interested in contracting with Contractor(s) that will conduct and
coordinate specified tasks related to providing on-call revegetation landscaping goods
and services. The work shall comply with local, state, and federal requirements. The
Contractor shall comply with all insurance requirements of the County of Marin, included
in the sample contract in Attachment 1.
Goods and Services to be Provided:
This scope of goods and services includes the following tasks:
1. Purchase and installation of plants/seed at various construction sites according
to plans or instructions provided by the County. Plants/seed will typically be
installed at construction sites once the main construction work is complete.
Plant and seed species and varieties will be specified in the plans or instructions
and shall be purchased at Marin County native plant nurseries where possible.
2. Installation of deer caging around plants and drip irrigation where specified.
3. Maintenance including weeding, pruning, deer cage maintenance and watering of
plants weekly, monthly, or bi-monthly throughout the dry months for 1-3 years as
directed.
All work will be overseen by a County project manager.
