The Napa County Health and Human Services Agency desires to solicit qualified proposals to provide Kinship Support Service Program (KSSP) for kinship families and kinship caregivers countywide in foster care.

The Kinship Support Service Program supports and assists kinship families and kinship caregivers in raising a relative youth if an out of home placement must occur. The goal is to provide services for kinship families and kinship caregivers countywide. In addition, the goal is also to ensure and promote safety, permanency, and wellbeing for these families in order to provide these families with successful and positive outcomes. The benefits of kin placements include minimized trauma, improved well-being, increased permanency, kin placements are more stable and willing to maintain sibling groups together, preserves a cultural identity and ties to community.

SERVICES
The Napa County Health and Human Services Child Welfare Services Division is issuing a
Request for Proposal from qualified agencies/organizations to provide Kinship Support Services
Program (KSSP) to support to kinship families and kinship caregivers. Kinship Support Services
Program’s goal is to provide support for the children in kinship families. This includes offering
services to non-related extended family members (NREFM’s) and people who are unrelated by
blood or marriage but who have a significant relationship with the children. The design is to
support the youth and caregivers in order to help provide a foundation of health and nurture
kinship families staying together. This program supports children who are dependents of the
juvenile court in addition to providing the same services for children who are not a dependent
of the court but are living with kinship caregivers. Lastly, Kinship Support Services also
provides post permanency services to kinship families, kinship caregivers, and who have
become the legal guardians or adoptive parents of previously dependent youths. The Kinship
Support Services Contractor (hereafter “Contractor”) will provide these services as agreed by
County and Contractor.
County anticipates that this agreement will be one year in length with automatic renewals for a
minimum of two additional years.
CURRENT PRACTICES
Currently the County offers Kinship Support Services through a contract with a local agency.
KSSP provides emotional/educational support for kinship families and kinship caregivers.
Services focus on building strengths, enhancing life skills, embracing cultural differences,
providing navigation through kinship services, along with community resources on
permanency options. In addition, Kinship Support Services also provides case management,
advocacy, support groups, trainings and workshops around legal guardianship and adoption
assistance. Respite care, family and youth recreational activities, and emergency needs are also
included in current practices to better support kinship families, kinship caregivers, and non-
related extended family members.
SCOPE OF WORK
The Kinship Support Service Program is a program that supports and assists kinship families
and kinship caregivers in raising a relative youth to avoid out-of-home placement. The goal is to
provide services for kinship families and kinship caregivers countywide. In addition, the goal is
also to ensure and promote safety, permanency, and wellbeing for these families in order to
provide these families with a successful and positive outcome. The successful respondent shall
provide and be expected to provide the following services in relation to the Kinship Support
Services Program accordingly under Scope of Work:

Arrange any required California Department of Social Services visits to Kinship Support
Services Program (KSSP) sites.
Recruit and assign staff that is trained and knowledgeable in mandated reporting, cultural
competency/diversity, cultural sensitivity, Child Welfare Services, providing kinship
support, trauma-informed practices, child development, strength-based practices, substance
abuse, intimate partner violence, facilitating support groups, knowledge of community
resources, and poses skills in collaboration with internal and external partners.
Provide culturally competent services to families who are monolingual in Spanish; and to
families who, while not monolingual, are culturally identified as Hispanic.
Ensure that all staff have Department of Justice and Live Scan Clearance.
Meet the following facility requirements where Kinship Support Services Program are
provided: safe location; access to public transportation; office space for staff; meets ADA
requirements; visible signage that site(s) offer Kinship Support Services Program services;
welcoming reception area for family/children; kitchen space; storage space; library space;
food/clothing space; adequate parking available; indoor space for group activities; outdoor
space for play area.
Provide a variety of Kinship Support Services, including but not limited to:
o Outreach: Provide outreach in collaboration with the county to promote KSSP within
Napa County to engage existing and new kinship families. Assist in a variety of
cross-generation, and ethnicity outreach programs to ensure participation from the
diverse families who currently or might potentially be relatives. Efforts include but
are not limited to:
Teaming with Voices Youth Program, the local transition-aged youth
leadership and services provider located at 780 Lincoln Ave. Napa, CA
Press releases provided to Napa County Newspaper: Napa Valley Register,
American Canyon Eagle, Weekly Calistogan, and the St. Helena Star.
Use of local television, such as http://napavalleytv.org/
Development and distribution of flyers about upcoming training
opportunities.
o Information & Referral: Offer information and referral services for families who are
in search of resources and support.
o Intake/Assessment: Provide intake and assessment services to assist families in
identifying and prioritizing their needs, provide crisis intervention when needed
and link families to appropriate community services. The family assessment should
be based on an understanding of the kinship family’s culture and community, family
dynamics, and focus on the ability of the family to meet the immediate and ongoing
needs of the youth.
