A. Purpose
This Request for Proposals (RFP) Number PRO102501 is to obtain the services of a qualified
consultant(s), to provide, coordinate, and administer cognitive-based interventions and evidence-
based programming for youth in custody at the Probation Departments Camp Program (Camp)
and the co-located Juvenile Hall.
The Napa County Juvenile Hall is a detention facility located in Napa that provides treatment
and services within a safe and secure environment. Youth detained at Camp are pending court
hearings, serving community time, or awaiting out-of-home placement. The intent of the Camp is
to rehabilitate youth prior to re-entering the community with the goal of reduced recidivism.
Camp is an in-custody treatment program for youth who are experiencing challenges resulting in
the need for a higher level of care and residential treatment. The Camp will provide local
treatment options for youth that allow youth to remain in the community and stay connected to
their pro-social and family support system. It will allow youth to continue to receive educational
services and support from the Napa County Office of Education and Napa Unified School
District to allow for continued evidence-based treatment services from providers with whom they
already have an established relationship.
B. Definitions
For the purposes of this Request for Proposal (RFP) process, the following definitions apply:
Request for Proposal (“RFP”) means this invitation to submit a Proposal to provide
cognitive-based interventions and evidence-based programming within the Napa County
Probation Camp.
Proposer/Respondent means any person or entity submitting a Proposal.
Proposal means the written submission to the County in response to this RFP.
Contractor means the person(s) or entity(ies) who/that enters into a Contract to provide
cognitive-based interventions and evidence-based programming in the Napa County
Probation Camp.
Contract means the written agreement between the County and any Proposer selected to
provide cognitive-based interventions and evidence-based programming in the Napa
County Probation Camp or any of our facilities.
Napa County Juvenile Hall is a juvenile detention facility, located in Napa, that
provides treatment and services within a safe and secure environment. Youth detained in
the Juvenile Hall are pending court hearings, serving commitment time, or awaiting out-
of-home placement. The Camp is co-located within the Juvenile Hall facility and is a
component of that facility. The intent of the Camp (as well as the Juvenile Hall) is to
rehabilitate youth prior to re- entering the community with the goal of reduced recidivism.

Napa County Probation Camp (Camp) is located within the Napa County Juvenile
Hall and will be an in-custody treatment program for youth who are experiencing
challenges resulting in the need for a higher level of care and residential treatment. The
Camp will provide local treatment options for youth that allow youth to remain in their
community and stay connected to their pro-social and family support system.
In the event that there is any defined term used in this RFP that is not defined in this document,
the defined term shall have the meaning attributed to it in the Contract.
C. Term of Contract and Scope of Work
The term of contract is anticipated to be five (5) years, comprised of an initial three (3) year term
with the provision for two (2) additional one (1) year terms. Term is anticipated to be effective
January 9, 2023.

interested firms of date changes. Changes to the due date for questions or due date for proposal
submittal will be made by written addendum.

the dates noted above.

E. Submission Process
Contractor may submit or hand-deliver their response in a sealed envelope one (1) signed
original proposal and three (3) copies to the address below. In addition, provide the electronic
file(s) of the response via a USB Flash Drive.

Sealed envelope containing original signed proposal, copies and USB Jump Drive, and the
subject line of electronic submittals, should be marked as follows: Juvenile Services, RFP

Proposals received at the Juvenile Justice Center after November 22, 2023 at 5:00 p.m. PT will
not be considered under any circumstances and will be returned to the sender.
Proposals may be delivered in person or U.S. Mail, Common Courier. No facsimile copies will
be accepted. The time stamp noting time the email was received will be the factor for
determining time of receipt. It is the responsibility of the submitting party to insure timely
delivery.
It is recommended that proposals be submitted on paper that contains at least 30% recycled
content and printed on both sides (duplex).
Proposals must be submitted following the format provided in this RFP. Proposals not submitted
in the manner prescribed herein will not be considered.
F. General Conditions
By submitting a proposal, the Contractor represents and warrants that:
(a) The information provided is genuine and not a sham, collusive, or made in the interest or
in behalf of any party not therein named, and that the Respondent has not directly or
indirectly induced or solicited any other respondent to put in a sham proposal, or any
other respondent to refrain from presenting information and that the prospective provider
has not in any manner sought by collusion to secure an advantage; and
(b) The Respondent has not paid or agreed to pay any fee or commission, or any other thing
of value contingent upon the award of an exclusive operating area, to any employee,
official, or existing contracting consultant of the County.
All proposals become the property of the County. The County reserves the right to reject any and
all submittals; to request clarification of information submitted; to request additional information
from competitors; and to waive any irregularity in the submission and review process. None of
the materials submitted will be returned to the Respondent unless they are not submitted in a
timely manner.

Proposals shall become a public record and available for release to the public upon selection of a
successful Contractor. Contractor shall specify in their cover letter if they desire that any portion
of their proposal be treated as proprietary and not releasable as public information. If Contractor
chooses to claim any information as proprietary, it must specify those sections in the cover letter
and provide any legal justification for treatment as such. However, Contractor should be aware
that all such requests may be subject to legal review and challenge. In such event, each
Contractor shall be responsible for the legal defense against the release of their proposal as
public information.
The County reserves the right to award an agreement without further competition based on the
responses received to this RFP.
The County reserves the right to request additional information not included in this RFP from
any or all Respondents after proposal due date.
The County reserves the right to contact references not provided in the submittals.
The County reserves the right to incorporate its standard language into any contract resulting
from this RFP. The County’s contract template is attached for reference. Templates are attached
for reference only and do not need to be signed or returned with proposal.
The County reserves the right to reject any and all proposals or any part of a proposal if it is
determined it is not in the best interest of the County.
The County reserves the right to contract for a part of the proposal if it is determined it is in the
best interest of the County.
The County reserves the right to reject the proposal of any respondent who previously failed to
perform properly, or complete on time, contracts of a similar nature, or to reject the proposal of a
proposer who is not in a position to perform such a contract satisfactorily. The County may
reject the proposal of any respondent who is in default of the payment of taxes, or other monies
due to Napa County.
An individual who is authorized to bind the proposing agency contractually shall sign the
proposal. The signature must indicate the title or position that the individual holds in the firm. An
unsigned proposal shall be rejected.
G. Security and Privacy.
Any persons entering the Napa County Juvenile Hall is required to complete a privacy
declaration form and if unescorted by Probation Department staff, complete a Live Scan
(electronic fingerprinting).
