Napa County Shuttle Bus Service
A. Purpose and Background
Napa County is considering launching a shuttle bus service, circulating between 3 County facilities and the
main bus station in the City of Napa.
The County is committed to ensuring that the residents of our County can easily reach our major facilities
without the use of an automobile.
The County envisions:
An electric or Hybrid vehicle with a capacity of 10-20 people (and ADA compliant);
Operating continuously on about a 30-minute loop between the hours of 8:30 AM and 5:30 PM;
Circling from:
o Administration Building (1195 Third Street, Napa)
o Health and Human Services at South Campus (2751 Napa Corporate Drive, Napa)
o Napa Re-entry Facility (2200 Napa Vallejo Highway, Napa)
o An existing bus stop on Soscol Avenue just North of Imola Avenue (this is the main road
linking Re-entry and the Transit Center)
o Soscol Gateway Transit Center (625 Burnell Street, Napa)
o Administration Building (1195 Third Street, Napa)
The bus will be open to anyone but will be marketed towards County customers who use these County
facilities, and to County employees who may need to get to different County campuses during the workday
without using a car.
The County is issuing this Request for Information (RFI) to determine the interest, qualifications,
experience, and expertise from the private sector to partner with the County to provide this shuttle bus
service, first for a trial period (perhaps 6 months), and then permanently if the buses are well utilized.
The County is also open to other suggestions that would meet our goal of providing easy access to our main
facilities. In response to the RFI, the County is interested in learning:
Are there providers interested in providing this service?
What challenges/barriers might there be?
What might be the approximate cost of providing this service (this is not an RFP, any cost estimates
offered are not binding on either party)?
A Request for Proposal(s) (RFP) may or may not be issued as a result of this RFI.
B. RFI Response Format and Content
Napa County requests that respondents use the following format:

J. Response Process
Respondents shall submit in a sealed envelope one (1) signed original response to the RFI, one (1) hard
copy and one (1) electronic copy on a USB drive.

The RFI may be delivered in person, U.S. Mail, or Common Courier. No facsimile copies will
be accepted. It is the responsibility of the submitting party to ensure timely delivery. It is
recommended that the RFI be submitted on paper that contains at least 30% recycled content
and printed on both sides (duplex).

K. General Conditions
By submitting a response to this RFI, the Respondent represents and warrants that:
1) The information provided is genuine and not a sham, collusive, or made in the interest or in behalf
of any party not therein named, and that the Respondent has not directly or indirectly induced or
solicited any other respondent to put in a sham response, or any other respondent to refrain from
presenting information and that the prospective provider has not in any manner sought by collusion
to secure an advantage; and
2) The Respondent has not paid or agreed to pay any fee or commission, or any other thing of value
contingent upon the award of an exclusive operating area, to any employee, official, or existing
contracting consultant of the County.
This request and related information can be found at www.countyofnapa.org/procurement. Napa County
does not guarantee the accuracy of information posted on or obtained from third party organizations.
All responses become the property of the County. The County reserves the right to request clarification of
information submitted or to request additional information.
If your company considers some of the information requested as part of the response to this RFI to be
confidential or proprietary, please include all non-confidential information with your response to this RFI
and explain what additional pertinent, confidential, information is left out of your response and how this
information might help describe or clarify your response. If needed in order for you to provide such
confidential information, please include your standard Non-Disclosure Agreement (NDA) as part of your
response. The County will review the NDA and work with you, as needed, to develop an NDA that is
mutually acceptable to all parties.
Except for information obtained under an NDA, submittals will become a public record and available for
release to the public. As an alternative to requiring an NDA, respondents may specify in a cover letter if
they desire that any portion of their submittal be treated as proprietary and not releasable as public
information. If Respondent chooses to claim any information as proprietary, it must specify those sections
in a cover letter and provide any legal justification for treatment as such. However, in choosing this
alternative method of providing proprietary information, respondents should be aware that all such requests
may be subject to legal review and challenge. In such event, each Respondent shall be responsible for the
legal defense against the release of their Response as public information.

L. Modification or Withdrawal
Any modification, amendment, addition or alteration to any submission must be presented, in writing,
executed by an authorized person or persons, and submitted prior to the final date for submissions. The
signature must indicate the title or position that the individual holds in the firm.

N. Individual Interviews and Presentations
The County may request that some or all respondents that provide a timely response to this RFI attend an
interview/presentation meeting to review and explain their responses in more detail and answer questions.
These meetings will be scheduled at a time and place of mutual convenience.
O. Napa County Rights Explained
1. The County reserves the right to accept or reject all or portions of any response(s) to this RFI, to
waive any formalities to the RFI process, to re-advertise the RFI, to amend the terms of the RFI, to
extend the dates provided herein, to suspend procurement if the desired outcomes are not achieved,
For the individual areas, the County may determine at its discretion the action that is in the best
interest of the area.
2. No reimbursement will be made by the County for any costs incurred in responding to this RFI,
developing or submitting responses to the RFI, or interviews.
3. The County reserves the absolute right to conduct such investigations as it deems necessary to assist
in the evaluation of any response to the RFI and to establish the experience, responsibility,
reliability, references, reputation, business ethics, history, qualifications, and financial ability of the
respondent(s), proposed subconsultants, independent consultants and suppliers. The purpose of
such investigation is to satisfy the County that the respondent(s) have the experience, resources and
commercial reputation necessary to perform the work and support any warranties in the prescribed
manner and time.
