Napa County Fire: Organizational Structure

Napa County requests proposals to evaluate the Fire Protection and Fire Prevention service delivery models. Respondent should produce a written document (delivered electronically) and present the results to the Napa County Board of Supervisors during a public meeting (delivered remotely).

The Napa County, County Executive Office, is issuing this Request for Proposal (RF) to better understand various organizational structures that would best fit Napa County. Napa County Fire currently contracts with CalFire for all fire suppression services. The Napa Board of Supervisors in June 2023 approved a two-year agreement with CalFire for $38 million to provide fire suppression services in the unincorporated (Schedule A) part of Napa County. Due to the significant wildfire risk, Napa County has also begun significant vegetation management. This vegetation management is mostly conducted by a third-party organization called Napa Communities Firewise Foundation. The Napa County Fiscal Year 2023-24 Budget also includes six county employee fire related positions. These positions include the Fire Marshall, fire code compliance, inspection and a position (called the Fire Administrator) which will lead vegetation management and fuels mitigation contracts in Napa County.
