The Napa County Groundwater Sustainability Agency (NCGSA) is seeking Statements of Qualification (SOQs) from firms with experience in data and fee analysis and rate setting for public agencies. The NCGSA primarily interested in the consultant’s experience in relation to setting fees and rates pursuant to Propositions 26 and 218, specifically as they pertain to the Sustainable Groundwater Management Act.
