Description:

The project will be commenced along sections of the following Napa County road: Partrick Road Bridge Repair (near 1500 Partrick Road).

Remove existing Bailey Bridge, concrete K-rails and 2 concrete blocks and transport to the Napa County Roads Yard in Yountville. Drill 4 shafts for 36” diameter 18’ long CIDH pilings with casing and dewatering if needed, install rebar and cast full of concrete. Construct concrete footing/abutments and install a new Acrow bridge.

Engineer Estimate: $800,000. Addendum 1 has been added.

NOTICE TO CONTRACTORS
Proposals shall be submitted under a sealed cover plainly marked as a proposal, and identifying the project to
which the proposal relates and the date of the bid opening therefore. Proposals which are not properly marked
will be rejected. Sealed proposals will be received at the office of the Clerk of the Board of Supervisors, Napa County
Administration Building, 1195 Third Street, Room 310, Napa, California, until 11:30 A.M. on October 19, 2023, (no
bids will be accepted after 11:30 a.m.) after which they will be publicly opened and read for the construction in
accordance with the Plans and Special Provisions thereto, to which special reference is made as follows:

Bids are required for the entire work called for by the Plans and Specifications, and neither partial nor contingent bids
will be considered. Bids must be valid for 90 days from the date bids are opened. Bid documents and any
addendums are available at https://www.countyofnapa.org/Bids.aspx. Bidders are responsible for monitoring
issued addendums at this website which may be released up to 72 hours prior to bid opening.
Bid results showing the three (3) apparent low bidders with their subcontractor’s list will be on the above
website the following day after the bids are publicly opened and read.
The Plans and Specifications may be seen at the office of the Napa County Department of Public Works, 1195 Third
Street, Room 101, Napa California. Plans, Special Provisions (excluding State Standard Specifications and other
documents included by reference), Proposal Forms and Contract Forms may be obtained at said office by prospective
bidders to those licensed by the State of California for the type of work involved, may be found electronically for no
fee at https://www.countyofnapa.org/Bids.aspx.
In accordance with California Public Contract Code Section 3400, bidders may propose equals of products listed
in the technical specifications or project plans by manufacturer name, brand or model number, unless the technical
specifications or plans specify that the product is necessary to match others in use. Complete information for
products proposed as equals must be submitted to the Public Works Office for review at least ten (10) days before
the time specified for bid opening.
Pursuant to Labor Code section 1771.1, a contractor or subcontractor shall not be qualified to bid on, be listed in
a bid proposal, subject to the requirements of Public Contract Code section 4104 or engage in the performance of
any contract for public work, as defined in Labor Code section 1720, et seq., unless currently registered and
qualified to perform public work pursuant to Labor Code section 1725.5. It is not a violation of this section for
an unregistered contractor to submit a bid that is authorized by Business and Professions Code section 7029.1 or
by Public Contract Code section 10164 or 20103.5, provided the contractor is registered to perform public work
pursuant to Labor Code section 1725.5 at the time the contract is awarded. Pursuant to California Labor Code
section 1770, et seq., the successful Bidder shall pay not less than the prevailing rate of per diem wages as
determined by the Director of the California Department of Industrial Relations. Copies of such prevailing rate
of per diem wages are on file at the Napa County Department of Public Works where copies will be made
available to any interested party on request. These rate determinations may also be found on the State

Department of Industrial Relations’ website at: http://www.dir.ca.gov/dlsr/DPreWageDetermination.htm . In
accordance with the California Government Code Section 1773.2, copies of the applicable determinations of the
Director are on file at the Public Works Office and may be reviewed upon request. In accordance with the provisions
of Section 1774 of the Labor Code, the prevailing wage rate for classifications of Labor to be employed in the work
have been determined by the Napa County Board of Supervisors and is included in the Special Provisions referred to
above.
The work for the project generally consists of roadway demolition, excavating the fill slope below the roadway,
installing drainage, reconstructing the slope by compacting lifts and installing geosynthetics, installation of a 6”
waterline and repaving. Refer to the Plans and Specifications for more details.
The Contractor shall possess a Class “A” license at the time of contract award. No bid will be considered unless it
is made on a blank form furnished by the County Engineer of Napa County and is made in accordance with the
provisions of the proposal requirements and conditions set forth under the Standard Specifications of the State
California, Department of Transportation, except as modified in the above referred to Special Provisions.
A bid guarantee in the amount of 10% of the total bid shall accompany the bid.
The successful bidder shall be required to furnish a Performance Bond in an amount equal to 100% of the contract
price and a Labor and Material Bond in an amount equal to 100% of the contract price with good and sufficient
surety.
There will be no County-led pre-bid site visit. However, contractors shall view site conditions on their own prior
to submitting a bid and register to be on the mandatory bidder’s by October 12, 2023, by 12:00 p.m. To be placed
on the bidder’s list, send an email to Frank Lucido (Frank.lucido@countyofnapa.org) with “Partrick” in the subject
line and provide the company name, DIR number, e-mail, contact person and contact phone number. As stated in
the Special Provisions, CONTRACTOR shall begin work within ten (10) working days after the Notice to Proceed.

Department of Public Works, 1195 Third Street, Room 101, Napa, CA 94559, by October 10, 2023, at 12:00 P.M. No
questions will be accepted after this deadline.
The Board of Supervisors reserves the right to reject any or all bids.
