Construction Management Services For

BACKGROUND
The County of Napa is requesting Statements of Qualifications (SOQs) from qualified
professional firms to provide construction management services as required for replacement
for three of its HBP-funded bridges over the next few years. These bridges may include the
following (no order of priority is implied):
1. Chiles Pope Valley Road over Chiles Creek, 21C-0075, BRLS-5921(074); Lat/Long 38.5193,-
122.3490
2. Dry Creek Road over Dry Creek, 21C-0056, BRLO-5921(061); Lat/Long 38.3611,-122.4514
3. Greenwood Avenue over Garnett Creek, 21C-0042, BRLO-5921(068); Lat/Long 38.5929,-
122.5915
Each bridge may be located by entering its Latitude/Longitude information in Google Maps
or thru Caltrans' Local Agency Bridge List at
http://www.dot.ca.gov/hq/structur/strmaint/local/localbrlist.pdf.
This solicitation is not for specific projects, but for specific services. Work on specific bridge
projects will be negotiated and authorized through the mini-RFP/task order process per
Caltrans Local Assistance Procedures Manual Chapter 10.
The County will be utilizing Federal Highway Bridge Program (HBP) funding.
The selected firm(s) will be responsible for providing comprehensive construction
management services and will be required to demonstrate adequate experience in providing
such services for federally-funded projects in accordance with Caltrans requirements. Staff
from the selected firm(s}, assigned to work on the Project, must have relevant experience with
providing construction management services for federally-funded projects, including
knowledge of, and experience with, Caltrans procedures and requirements.
Environmental clearance has been, or will be, secured for each bridge project pursuant to the

California Environmental Quality Act (CEQA) and the National Environmental Policy Act
(NEPA).
Construction activities are subject to regulatory permits. Appropriate measures to implement
the terms and conditions of the regulatory permits will be incorporated into the Special
Provisions for each bridge project.
Consultants responding to this RFQ are required to comply with Caltrans Disadvantaged
Business Enterprise (DBE) requirements; therefore, DBE forms are required to be submitted
with the consultant's submittal in response to this RFQ. The County has established and
Caltrans has approved a DBE goal of 20%. This is a target goal based on historical data and
a specific goal will be established for each bridge project as the design is finalized and a task
order is issued. See ATTACHMENTS A, B, C, D, and E. Exhibit 10-01 must be submitted with
the SOQ. Exhibit 10-02 will be submitted by the selected firm(s) for each bridge project as
part of the mini-RFP.
The County will not award a contract to a consultant who does not have, or whose sub-
consultants do not have, adequate financial management and accounting systems as required
by 2 CFR Part 200, 48 CFR Part 31, and 48 CFR Part 16.301-3.
The County will submit to Caltrans a Request for Authorization to proceed with construction
for each project as the design is completed. It shall be understood that the County will not
execute a task order with the selected firm until the County has received funding authorization
from Caltrans.
Each bridge project is anticipated to be advertised individually for construction.
Copies of the plans, specifications, geotechnical reports, and Napa County Quality Assurance
Plan will be made available to the selected firm(s) prior to final negotiations for each task
order.

1. Chiles Pope Valley Road over Chiles Creek, 21C-0075, BRLS-5921(074)
The Chiles Pope Bridge Replacement Project is located on Chiles Pope Valley Road, within
a rural portion of Napa County, California. No residential properties are visible from the project
area and the nearest residence is located approximately 1,800 feet east of Chiles Pope Valley
Road and is not accessible from the project area. The project consist of replacement of the
existing bridge on Chiles Pope Road over Chiles Creek. The proposed bridge structure
consists of an approximately 105-foot-long by 26-foot-wide two-span cast-in-place
prestressed concrete slab that is two feet in depth. Construction Phase is currently
programmed for $3,900,000. Lat/Long 38.5193,-122.3490
2. Dry Creek Road over Dry Creek, 21C-0056, BRLO-5921(061);
The project is located on Dry Creek Road approximately 0.8 miles west of its intersection with
Mt. Veeder Road and spans over Dry Creek in an unincorporated rural area of Napa County,
California within the AW – Agricultural Watershed zoning district. Adjacent to Assessor’s
Parcel Numbers 027-330-002, 010, 015, -017, & 027-530-003, -004. The project consists of
replacement of the existing bridge on Dry Creek Road over Dry Creek. The proposed bridge
structure consists of an approximately 81-foot-long by 32-foot-wide one-span precast,
prestressed concrete “wide flange” girder bridge that is an average of about 4’-6” in depth.
Abutments 1 and 2 consist of a seat-type abutment with a footing supported on two rows of
castin-drilled-hole piles. The abutment walls would also retain soil behind Abutments 1 and
2. The new abutments would require excavation to a depth of approximately six feet below
existing road surface. Most of the existing bridge will be removed. Existing superstructure and
the barriers will be removed. Portion of existing north abutment will removed as show on the
Structural Plans. The project also consists of earth work and paving approximately 900 feet
of new roadway. Construction Phase is currently programmed for $4,050,000. Lat/Long
38.3611,-122.4514
3. Greenwood Avenue over Garnett Creek, 21C-0042, BRLO-5921(068)
The bridge project is located on Greenwood Avenue north of the City of Calistoga, Napa
County, approximately 0.5 miles west of California Highway 29. The existing masonry stone
arch will be rehabilitated using mortar grouting and epoxy injection to fill the cracks. As one of
the existing cracks extends the entire length of the arch barrel on the south side near to the
south headwall exposing a potential failure mechanism of the existing masonry arch structure,
dowels will be drilled into the top of the arch barrel through the south headwall to prevent a
complete separation of the south headwall from the arch. MASH compliant barriers will be
provided on the inside of the existing masonry stone barriers to ensure public safety. The
replacement structure will consist of concrete slab supported by the abutments founded on
CIDH piles will be constructed over the existing arch barrel to carry the vehicular traffic.
Construction Phase is currently programmed for $1,445,000. Lat/Long 38.5929,-122.5915
