Napa County was awarded the Highway Safety Improvement Program (HSIP) Cycle 11 grant to upgrade outdated guardrail segments in Napa County. The objective of this project is to significantly reduce fatalities and serious injuries on public roads through use of guardrail as a safety barrier for vehicles and bicyclists.

ENVIRONMENTAL SERVICES
Napa County Department of Public Works requests proposals from qualified professional firms to
provide environmental services and as needed other services, which may include but are not limited
to traffic, biological, and cultural resources services. Tasks may include, but are not limited to,
preparation of an Archaeological Survey Report (ASR), Historic Property Survey Report (HPSR),
Local Historic Records Search, and other related services as required for this federally funded project.
The County assumes that this project will require a CEQA Categorical Exemption and a NEPA
Categorical Exclusion. Napa County will design the guardrails in-house and prepare the Plans,
Specifications, Estimate, right-of-way certification, construction management, etc. for this project.
I.
BACKGROUND
Napa County was awarded the Highway Safety Improvement Program (HSIP) Cycle 11 grant to
upgrade outdated guardrail segments in Napa County. The objective of this project is to significantly
reduce fatalities and serious injuries on public roads through use of guardrail as a safety barrier for
vehicles and bicyclists.
The HSIP Cycle 11 Guardrail project will upgrade about 1.1± miles of guardrail and their end
treatments, along local arterial roads at the following locations:
Silverado Trail (near Sage Canyon Road)
Silverado Trail (near Pickett Road)
Deer Park Road
Howell Mountain Road
Petrified Forest Road
Tubbs Lane
The California Department of Transportation (Caltrans) has provided Napa County with
Authorization to Proceed (E-76) with the preliminary engineering phase of the Guardrail and End
Treatment Upgrades Project, HSIPL-5921(089). The project Preliminary Environmental Study (PES)
Form has been signed by Caltrans Cultural Resources Professionally Qualified Staff and Caltrans has
completed environmental scoping.
To complete the federal environmental documentation required for NEPA (National Environmental
Policy Act), Napa County requires the services of a professionally qualified firm that can provide
environmental services and other miscellaneous services as needed. The County will utilize a
Qualifications Based Selection process to select a firm to provide the services requested by this RFP,
and will comply with the requirements of the County’s Consultant Selection Board Policy. Because
the project is federally funded Napa County will follow the “One-Step RFP” process in the Caltrans
Local Assistance Procedures Manual (LAPM) to hire a consultant.
The selected environmental firm will be responsible for providing comprehensive cultural resources,
biological, and other related services and will be required to demonstrate adequate experience in
providing such services for federally funded projects in accordance with Caltrans requirements. Staff
from the selected firm, assigned to work on the project, shall have relevant experience with providing

such services for federally funded projects, including knowledge of, and experience with, Caltrans
procedures and requirements.
Napa County will submit to Caltrans a Request for Authorization to proceed with construction.
Copies of the awarded HSIP Cycle 11 Application, the Preliminary Environmental Study, Caltrans
Letters, and any other related material for the project, as applicable, are provided on the County
website.
II. SCOPE OF SERVICES AND DELIVERABLES
Napa County is requesting Proposals from qualified firms to provide environmental support services
for completing the Environmental Studies as required by Caltrans, as well as other as-needed
environmental services. Consultants shall provide a detailed scope of services which covers the
following items along with any additional items that the Consultant deems necessary to deliver the
project.
The scope of work, in general, includes full professional services associated with environmental
services and shall include a qualified Cultural Resources consultant, a professionally-qualified
Archaeologist, and a professionally qualified architectural historian, who shall prepare
documentation and services that are in compliance with Section 106 of the National Historic
Preservation Act of 1966 (NHPA), and the Caltrans Programmatic Agreement (PA) with the Federal
Highway Administration, California State Historic Preservation Officer (SHPO), and the Advisory
Council on Historic Preservation.
The Consultant shall provide the following deliverables as part of their scope of services, which
include but are not limited to:
1. Prepare an Archaeological Survey Report (ASR) – records search, Sacred Lands File search,
and Native American outreach efforts. The report shall identify archaeological resources from
the County’s Area of Potential Effects (APE) Map. The approximate latitude and longitude of

2. Prepare a Historic Property Survey Report (HPSR) – summarize findings, technical studies,
and evaluation efforts to provide for a complete HPSR.
Tasks shall include any and all costs associated with the extent, scope, and duration of work to be
performed. Tasks listed above are part of the preliminary scoping required by Caltrans to prepare the
National Environmental Policy Act (NEPA) document. Depending on the results of the studies,
further documentation, research, and reports may be required. If additional scope is required after
preliminary studies are completed, the contract shall be revised to include additional scope.

The County will post the RFP on the County’s Procurement website and send the RFP to consultants
in the County database qualified to do the specified work and recognized DBE organizations. Firms
that download the RFP from the County’s web site, or those acquiring it from third party sources,
must send an email to the County with a contact person and email address in order to be placed on
the distribution list and notified of new postings on the County’s web site regarding the RFP.
All questions shall be submitted by 1:00 P.M., on the due date, and directed in writing to Sydney
Barclay, at sydney.barclay@countyofnapa.org. The County will respond to the RFP related questions
in writing, via email to all contact persons of the interested firms, and on County website by 5 PM, on
the due date. Questions will not be answered that would tend to constitute an evaluation of a response
being prepared or that might give an unfair advantage to a potential respondent. Except for the above
named, potential respondents should not contact any other Napa County officials or staff regarding
any aspect of this RFP. If such contact is made, the County reserves the right to reject RFPs.
The County will post any changes to the RFP requirements and answers to submitted questions, as an
addendum to the RFP on the website (https://www.countyofnapa.org/Bids.aspx) and email the
consultants who have contacted the County to be included in the distribution list. It is the
responsibility of all interested parties to monitor County issuance of changes or amendments.
