INTRODUCTION
The Napa County Health and Human Services Agency’s Behavioral Health Division
(hereafter “County”) is issuing this 4th Round Request for Proposals (RFP) from qualified
agencies/organizations to provide Mental Health Services Act (MHSA) Prevention and
Early Intervention (PEI) programs and services. The County intends to offer a single, or
multiple awards, to community-based organizations. The release of this RFP is in
conjunction with the robust Health and Human Services Agency’s Public Health Division
Community Health Assessment’s (CHA) findings on community behavioral health needs
listed in the table below which are consistent with MHSA Community Planning Process
(CPP) input.
This RFP outlines the information necessary to understand the competitive
selection process and the required documentation necessary for the submission of
proposals. All interested proposers must meet the requirements specified in this RFP.
Proposers must have qualified staff on hand for this project and be ready to begin
work as soon as possible. The County reserves the right to issue an award under this
RFP to a single or multiple individual(s) and organization(s), at its sole discretion.
The County, at its sole discretion, reserves the right to reject all proposals.
All programs are intended to address community needs and prevent the development of
mental illness. PEI programs have unique strategies and reporting criteria; therefore, it is
highly recommended that applicants read the California Code of Regulations (CCR) Sections
3700-3750 MHSA PEI Regulations and Welfare and Institutions Code (WIC) Sections 5840.5
to 5840.8 SB1004 PEI Regulations for more information about required demographic and
outcome reporting.

1. Maintain and strengthen
Suicide Prevention and
Early Intervention Services.
2. Support the mental health
and wellbeing of Napa
County residents.
Objectives
- Collect, review, and share data to better understand and
address the problem and impact of suicide in our county.
- Increase early identification of suicide risk and connection
to services for youth, adults, and older adults.
- Increase mental wellbeing among Latine, BIPOC,
underserved/unserved, and low-income youth, adults, and
older adults with an approach that encompasses culturally
competent strategies to support mental, physical, financial,
and social wellbeing.
- Increase mental wellbeing and enhance access to mental
health services, particularly bilingual and bicultural
services, for children and their families, youth, adults, and
older adults in Napa County.
- Identify and amplify non-traditional methods of mental

wellness support, that address mental health needs and
reduce stigma around accessing services.
Applicants must identify the target population(s) to be served by their proposal:
Unserved/Underserved Priority Populations identified by local stakeholders

Families at Risk
Older Adults
LGBTQ
Veterans
Other underserved/unserved populations African American, Asian, Pacific Islander,
etc.

Applicants must also identify the PEI Strategy that will be implemented in their
proposed program:
PEI Program Types
Prevention
A set of related activities to reduce risk factors for developing a potentially serious
mental illness and to build protective factors. Examples of risk factors include, but are
not limited to serious chronic medical condition, adverse childhood experiences,
experience of severe trauma, ongoing stress, exposure to drugs or toxins (including in
the womb), poverty, family conflict or domestic violence, experience of racism and
social inequality, having a previous mental illness, a previous suicide attempt, or having
a family member with a serious mental illness.
