The County of Placer (County) is inviting proposals from qualified consulting firms to conduct a comprehensive study of the County’s Park and Recreation Facilities Impact Fee Program (Fee Program) and completion of a Nexus Update consistent with the requirements of this Request for Proposals for the Mitigation Fee Act (Government Code section 66000 et. Seq ) and Quimby Act parkland dedications and/or in-lieu fees, which are regulated by the Subdivision Map Act (California Government Code Section 66477) (Study). The resulting Study shall be a comprehensive analysis to inform the County’s efforts to update the Fee Program. The updated Study is necessary to ensure the Fee Program meets current laws and policies and generates the needed revenue to construct the required facilities to support development within the County. The County is seeking a consulting firm to review the current fees, as well as all types of current or planned infrastructure, consistent with the County General Plan and Park and Trail Master Plan to identify potential new mitigation fees to accommodate current County development goals, considered on both a Countywide and a community-by-community basis. The Consultant will review, research, and generate the cost estimation of facilities and improvements. |
