WANTED TO LEASE (TEAM QUALIFICATIONS REVISED) BY THE STATE OF CALIFORNIA - Sacramento and surrounding counties

The Department of Water Resources (DWR) is looking for developers to submit their design and construction teams, in order to become a qualified bidder, for the development and construction of the new DWR Joint Operations Center, which shall be built as a sustainable and energy-efficient building complex that complies with the California Green Building Code and meets the Essential Services Seismic Safety Act of 1986 criteria. The project complex will include, but is not limited to, an approximately 280,300 sq. ft. office building, a 5,600 sq. Ft. Essential Services building, a 30,000 sq. ft. warehouse, a 9,000 sq. ft. central utility plant, a 400 sq. ft. radio vault building, a 500 sq. ft. guard station and a 180¿ communication tower.  All qualified participant/developer/lessor teams will competitively bid on the project, on a specific site the State selects at a later date.

Developers must include information that meets the following requirements for the Developer and their Project Team members.

Project Qualification Requirements:

Developer teams must show practical experience in similar type projects.  The projects fall into two categories:

Category 1:  Commercial projects (excluding retail space), Civil-Government or other similar projects.

This category applies to the Developer and the Developers project team members who are not licensed in an Architectural or Structural Engineering discipline.  Projects submitted under this category shall be a minimum of 100,000 sq. ft.  Facilities reviewed and stamped by the Division of State Architects (DSA) and the Office of the State Fire Marshal (OSFM) in this category is not required but preferred.

Category 2:  Projects that have been reviewed and stamped by the Authority Having Jurisdiction of which included the Essential Services Act (ESA).  These project types would be local Fire Stations, Law Enforcement and other similar type facilities as well as ESA facilities reviewed and stamped by the Division of State Architects (DSA) and the Office of the State Fire Marshal (OSFM).
The DSA projects would include DWR, K-12 Schools, applicable Dept. of Forestry or other similar projects under the jurisdiction of DSA and OSFM.

This category applies to the Developers Architectural and Structural Engineering team members.  Projects submitted under this category shall be a minimum of 5,000 sq. ft.

Each project submitted, whether Category 1 or 2, shall have been built only within the last 10 years.  Developers project team must show proficiency in both categories.

Team Experience:

The Developer and each respective discipline of the Developers project team must have experience in the design and construction of at least three (3) facilities that meet the Project Qualification Requirements for Category 1 or Category 2 projects.

All members must have experience in development of projects with similar scope and complexity of a qualified project.  The Developer and the Developers project team members shall provide a list of projects successfully completed that are similar in scope and complexity.

In addition to the project experience noted above the Architectural and Structural Engineering disciplines assigned to the project must demonstrate specific experience as noted below.

Architectural and Engineering Experience:

The Architectural discipline of the Developers project team must have experience in the design and construction of at least one (1) facility that meets the Project Qualification Requirements for Category 2 projects.  This experience is required to move forward in the selection process.

Structural Engineering discipline of the Developers project team must have experience in the design and construction of at least three (3) facilities that meets the Project Qualification Requirements for Category 2 project.  This experience is required to move forward in the selection process.

Each Architectural and Engineering discipline must have experience in development of projects with similar scope, size and complexity of a qualified project.  Each discipline and their primary team members shall document their qualifications and experience in the Request For Lease Proposal (RFLP) process at a later date, including full resumes.

Project Manager
Commissioning Agent

Provide Team experience with successful completion of LEED certified projects resulting in an award of the appropriate LEED rating.

For a building to qualify as a relevant project, the materials and information submitted must demonstrate that the team¿s involvement with the building¿s construction began at the initial stages of design and extended through completion resulting in an actual building.

Other necessary team members or consultants the Developer deems appropriate to enhance the project team¿s qualifications can be submitted.

The State may choose to interview the Developer based on the qualifications submitted and obtain additional information.
