Purpose

Denver's Office of Climate Action, Sustainability and Resiliency is seeking a service provider to support a cohort of approximately 20 – 30 small- and medium-sized building owners with navigation services and technical and financial support to bring their buildings into compliance with the Energize Denver performance requirements for buildings 5,000 – 24,999 sq. ft. Through this work, CASR aims to understand actual compliance timelines and costs better, barriers to accessing rebates/incentive/financing programs, and the most cost-effective and impactful forms of support that can help the remainder of the 8,000+ buildings in the City and County of Denver comply with Energize Denver performance requirements.

The office’s mission is to act with urgency to proactively mitigate climate change by advancing science-based strategies to reduce greenhouse gas emissions on a scale and timeline that align with the recommendations from the Intergovernmental Panel on Climate Change, cultivate resiliency in the face of potential climate change-related emergencies, secure an economically, socially, and environmentally sustainable city for generations to come, and ensure that the setting of goals and metrics and monitoring of results considers equity.

Goals

This work aims to understand the most impactful and cost-effective ways to support equity priority buildings 5,000 – 24,999 square feet to meet the Energize Denver building performance requirements. Specifically, this program has the following objectives:

  1. Quantify typical compliance costs and timelines for buildings with low equity index scores, disaggregated by building type, building age, and neighborhood.
  2. Quantify the proportion of compliance costs that can likely be covered through existing, subsidized support programs and the proportion that fall to the building owner.
  3. Identification of gaps in existing supporting programs, most effective retrofit and support programs (in terms of energy savings and cost-effectiveness), most effective support mechanisms, and biggest motivating factors for building owners that implement multiple energy efficiency upgrades (i.e. over-achieve above compliance targets) from their energy audits.
  4. Develop peer learning networks and word-of-mouth education on how to comply with the requirements amongst under-resourced and non-English speaking communities.
