The Department of Transportation and Infrastructure, City and County of Denver, has issued a Request for Qualifications (the “RFQ”) for On-Call Professional Planning and Engineering Services North Central Community Transport Project. 2021 RISE Denver GO Bond: This project is part of the 2021 RISE Denver Bond Program, which is a 10-year, $260 million general obligation bond program approved by voters in 2021. The program will drive economic recovery by creating thousands of jobs, investing in local businesses, and bringing critical infrastructure and community assets to historically underserved areas of the city. Through four different categories of infrastructure projects, RISE Denver will serve our most vulnerable residents and unhoused neighbors, increase mobility and safety in our neighborhoods and accessibility within city facilities, and preserve Denver’s history and culture through building restorations. General Statement of Work:

North Central Community Transportation Network (NC CTN) is the fourth Community Transportation Network, and it represents a revised approach that aims to gain efficiencies in the planning and design phases, while also delivering a more multimodal vision, as articulated in Denver Moves Everyone. NC CTN will improve multimodal connectivity, increase transportation equity, improve safety, and prioritize top projects for design and construction within the Globeville, Elyria-Swansea, and Downtown Denver neighborhoods.

To accomplish project goals, DOTI is seeking consultant services related to planning, design, communication, and construction support tasks for the following asset classes:

  • Bicycle and Micromobility Improvements – including new and upgraded bikeways and crossing improvements. These new and improved facilities will include both paint & post projects and permanent/concrete projects; the Consultant shall determine which materials should be used for each corridor given project budget constraints, stormwater/drainage needs, and other considerations unique to each corridor.
  • Pedestrian Improvements – including sidewalks and intersection improvements.
  • Transit Improvements – including bus stop improvements and bus priority treatments. Improvements to the Brighton/47th/48th Ave bus corridor, a future Local BRT route, shall include determination of preferred local preferences for route alignment through the NC CTN study area, as well bus priority treatments and bus stop enhancements for both interim and long-term development. In addition, enhancements should also be planned and designed for other bus stops throughout the study area that have been previously identified by DOTI. Public outreach, analysis, and coordination with RTD shall be required for future BRT, bus priority treatments, and bus stop enhancements.
  • Green Infrastructure (GI) Improvements – Integration of green infrastructure into multimodal transportation improvements to create safer, healthier, more climate resilient streets.

Minority and Women Business Enterprise Participation:

Article III, of Chapter 28 of the Denver Revised Municipal Code (D.R.M.C.) grants authority to the Division of Small Business Opportunity (DSBO) to establish participation requirements under the Minority and Women-Owned Business Enterprise (MWBE) Program as related to expenditures and related contracts by and through the City and County of Denver. The participation requirement for this project is:

15% Minority and Women-Owned Business Enterprise (MWBE)

The requirement must be met with certified firms, §§ 28-62, 28-66, D.R.M.C., or through the demonstration of a sufficient good faith effort. §§ 28-60, 28-64, D.R.M.C. A proposed MWBE Equity, Diversity, and Inclusion Plan (MWBE EDI Plan), also known as a Utilization Plan, is required as part of the RFQ response and will be scored. DSBO’s approval of the MWBE EDI Plan will be required prior to contract execution.

Miscellaneous:

City contracts are subject to payment of City Minimum Wage established pursuant to Section 20-82 through 20-84 D.R.M.C.

As the City’s best interests may appear, the Executive Director of DOTI reserves the right to waive informalities in, and to reject any or all, submittals/proposals.
