This project includes improvements to Buchtel Boulevard South, East Colorado Center Drive, and Evans Avenue between the University of Denver Campus and RTD Colorado Station.

The Department of Transportation & Infrastructure (“DOTI”), City and County of Denver (“City”), has issued a Request for Proposals (the “RFP”) for Construction Manager/General Contractor (“CM/GC”) services for the project named above. General Statement of Work:

The City is soliciting proposals from qualified contractors to provide CM/GC services for the Buchtel and Colorado Multimodal Improvements. This project includes improvements to Buchtel Boulevard South, East Colorado Center Drive, and Evans Avenue between the University of Denver Campus and RTD Colorado Station. The improvements will increase safety for pedestrians, cyclists, and those with assistive devices to move actively along and across the streets and to access shops, jobs, schools, jobs, transit stops. Traffic Signal replacements or improvements are also included at the following locations: Buchtel/Colorado, Buchtel/University, St. Paul/Buchtel, University and Evans, Colorado Center and Evans.

The project described below is part of the 2017 Elevate Denver Bond Program, which is a 10-year, $937 million general obligation bond program approved by voters in 2017. The program will enhance the City and County of Denver by providing critical improvements to the City’s infrastructure – improving our roads, sidewalks, parks, recreation centers, libraries, cultural centers, public-owned buildings and safety facilities. Proposals are due no later than 11:00 a.m. local time, February 21, 2024, and will ONLY be received and accepted through www.bidnetdirect.com//cityandcountyofdenverdoti . Late submissions will not be accepted.

The contract goal for DBE participation during preconstruction services is zero percent (0%). The DBE goal for the construction package is yet to be determined.

Prequalification: The City is waiving its own prequalification requirements for this project. Instead, bidders must be prequalified in accordance with the Colorado Department of Transportation (CDOT) CCR 601-10 Bid Rules for the bid proposal amount offered by the Bidder in response to this Invitation for Bids. Applications for prequalification by CDOT must be submitted through the CDOT B2G System . Miscellaneous:

Contracts for construction, reconstruction, and remodeling are subject to the City prevailing wage rate requirements established pursuant to Section 20-76, DRMC.

City contracts are subject to payment of City Minimum Wage established pursuant to Section 20-82 through 20-84 DRMC.

As the City’s best interests may appear, the Executive Director of the Department of Transportation and Infrastructure reserves the right to waive informalities in, and to reject any or all proposals.
