COUNTY ELEVATORS AND LIFT MAINTENANCE SERVICES

Summit County Facilities Maintenance Department is soliciting proposals from qualified elevator and lift maintenance service. The best proposal will be selected for award based upon consideration of qualifications, relevant experience, schedule, and cost. At said time and place, all proposals that have been duly received will be publicly opened and read aloud. The Contract will be awarded to the lowest responsible bidder who best meets the requirements of Summit County and the public interest.

The Summit County Board of County Commissioners reserves the right to reject any or all proposals, to waive irregularities or informalities, and to conduct such investigations or negotiations as it deems necessary to select the most responsible and responsive proposal.

A MANDATORY PRE-BID MEETING will be held on Ocotber25, 2023. All interested firms are
required to attend this mandatory meeting. Participants shall meet at the Summit County Commons
located at 37 Peak One Drive, Suite #238, Frisco, Colorado 80443 at 10:00 AM MST/MDT
PROPOSALS for Summit County Government will be received no later than November 11, 2023, by
2:00 PM MST in the Facilities Maintenance Department. Proposals are to be emailed to both

Summit County Government (“County”) is soliciting bids from qualified contractors to provide services for the

General
Summit County Government is soliciting bids to sole source the annual maintenance of its elevators and lifts in all
of their Facilities. This service agreement will be from an effective date of January 1st, 2024 January 1st, 2025.
The locations of which are in Breckenridge and Frisco, Colorado; Maintenance, materials, and equipment
pertaining to these services shall be included in the following:
A. Hydraulic elevator full maintenance service requirements
B. Oil and grease basic maintenance service requirements
C. Scheduling

Scope Details
A. Hydraulic Elevator service full Maintenance Requirements
1. Contractor to provide all comprehensive inspection requirements required to conform to the AHJ,
NWCOG.
2. Reporting to AHJ will be the contractor’s responsibility. The contractor shall make all necessary
reports to the AHJ and carbon copy Owner’s Rep., for records compliance. Fines received from
contractors’ failure to report will be the responsibility of the contractor
3. Services will be Bi-annually with an annual safety check included in one visit.
4. All components listed below shall be covered under normal wear and tear for repair or replacement.
The selected contractor shall have a parts inventory to support field operations of Owners elevators
for timely repairs.
5. All parts used in operational repairs shall be new or approved by the owner. A records document
of all maintenance shall be left on site showing all repairs, replacements and tests performed on
units.
6. All required 5-year testing will be coordinated by the contractor.
RELAY LOGIC CONTROL SYSTEM
All control system components shall be covered.
MICROPROCESSER CONTROL SYSTEM
All control system components shall be covered. System performance examinations shall be conducted to
ensure that dispatching and motion control are operating correctly.
POWER UNIT
Pump, motor, valve, and all related parts and accessories.
CAR EQUIPMENT
All elevator control systems on the car.
WIRING
All elevator control wiring and all power wiring from elevator to equipment input terminals to motor.
HOISTWAY AND PIT EQUIPMENT
All elevator control equipment and buffers.
RAILS AND GUIDES
Guide rails, guide shoe gibbs, and rollers

DOOR AND EQUIPMENT
Automatic door openers, hoistway and car door hangers, hoistway and car door contacts, door protective
devices, hoistway door interlocks, door gibbs, and auxiliary door closing devices.
SIGNALS AND ACCESSORIES’
Call operating panels, hall push button stations, hall lantern, emergency lighting, call and hall position
indicators, car operating panels, fireman’s service equipment and all other signals, and accessories
furnished and installed as an integral part of the elevator equipment.
B. Basic Oil and grease basic maintenance service requirements
Services will be Bi-annually with an annual safety check included in one visit. Services will include
examination and or lubricate the equipment areas listed below.
1. Control system
2. Hydraulic system accessories
3. Hoistway and pit equipment
4. Door equipment
5. Signals and accessories
6. Rails and guides
C. Scheduling
1. The contractor and or its representative shall notify owner of periodical visits prior to coming onsite
2. All inspections, tests and routine maintenance work shall be done during normal business.
3. All overtime work shall be approved by the owner’s representative prior to commencement.
4. Services to be preformed in the months of February and August.
D. Submittals
1. Contractor shall submit hourly costs of straight time, holiday, and overtime for Mechanics and
Helpers.
2. The contractor shall submit a list of how many available technicians they have in the mountain
region.
3. Contractors shall submit an approximate response time for emergency calls to the mountain region.
E. Furnished Items
1. Facilities Department will provide all existing drawings, diagrams, software and records of lifts.
2. Facilities Department will ensure all elevators are in good working conditions with no outstanding
issues or deficiencies.
3. Facilities Department will provide a representative for assistance and coordinating all services..
F. Contractor responsibilities
1. The contractor shall be able to provide preventive pricing for ongoing budgets of elevators and lifts
components due to obsolescence, scheduled replacements, code compliance and component non-
emergency failures.
2. Contractor to provide all software and firmware updates as needed.
3. Contractor to have the ability to monitor all elevators with a dispatch of service through current
analog phone lines.
