The Summit County Transit Department (SCTD) (Owner) is requesting qualifications and proposals from firm(s) and/or individuals (Professional Services Providers) interested in providing Commissioning Agent (CxA) services for the of the following project:

All Candidate inquiries will be responded to collectively prior to the “Clarification Deadline” in the schedule noted below. A clarification with replies to all questions will be emailed to all Candidates who have requested the RFQ/P documents. Under no circumstances should candidates contact current consultant team members, or any individual associated with the Owner regarding this RFQ/P or this program.

Scope of Work

The Owner is dedicated to overseeing the commissioning of this facility, ensuring that all systems are fully installed and operational before occupancy. They also aim to provide the facility staff with comprehensive system documentation and training.

Commissioning involves a systematic approach to document specific components and ensure that the systems are designed, installed, and initiated correctly. Furthermore, functional tests are conducted to verify and document the proper operation of the systems under various modes and conditions. The training of owner personnel will also be verified, and a thorough review of the final project operations and maintenance (O&M) documents will be conducted to ensure their completeness.

I. OWNER’S BACKGROUND & PROGRAM INFORMATION
A. Owner Background
Summit County is currently in the design phase of the proposed new Transit Headquarters in
accordance with the guidance provided in the Summit County, County Commons, Facility Master
Plan Draft Report of November 20, 2015 (FMP). It is envisioned that the facility would include office
space for administration, operations, supervision, management, housing for employees, space for a
bus stop maintenance crew and related parks/rec style equipment, space for a bus wash/detail
crew, vehicle fluids and heated parking for the transit fleet. While some limited public access is
anticipated, the site is not intended to be a routinely, publicly accessed facility by community
residents, public transit routes, automobiles, bicycles and pedestrians.
B. Project Description
Summit County (Summit Stage) shall use 2020 SB-267 funds, along with local matching funds, to
perform Transit Operations Center Design and Engineering as more fully described below. The
project will support the goals of the Statewide Transit Plan and provide infrastructure to allow
Battery Electric Buses (BEBs)and batteries to last approximately 10 years in route service and then
another 30 years for electric storage. The strategy is to assemble a battery storage array overtime,
use solar or other renewable sources to charge the batteries and construct affordable employee
housing.

II. SCOPE AND PROJECT TEAM

Building Envelope
The following is a summary of the commissioning scope that the Owner intends to have implemented on
this project.
DESIGN PHASE
1. Develop Owner’s Project Requirements documentation for clarity and completeness including
language for the systems shown in section II. A.
2. Work with the design professionals in documenting the Basis of Design.
3. Verify the Basis of Design in regard to the Owner’s Project Requirements.
4. Be involved in design workshops, design reviews, and value engineering discussions prior to the
start of the construction documents phase of work.
5. Complete a thorough review of the design documents following issuance of Schematic Design
Documents, Design Development Documents, and Construction Documents for each project.
Comments will be submitted to the owner, Owner’s Representative and A/E team.
6. Develop full commissioning specifications for all commissioned equipment. Coordinating this
with the architect and engineers and integrating the commissioning specifications into the
overall project specification package. The specifications shall follow the intent of ASHRAE
Guideline 0-2005 The Commissioning Process. The commissioning specifications will include a
detailed description of the responsibilities of all parties, details of the commissioning process;
reporting and documentation requirements (including formats), alerts to coordination issues,
deficiency resolution, construction checklist and startup requirements, the functional testing
process, and specific functional test requirements including testing conditions and acceptance
criteria for each piece of equipment being commissioned.
7. Develop a commissioning plan encompassing the Design, Construction, Occupancy and
Operations Phases.
8. Review Energy Model inputs and parameters.
9. Determine the commissioning requirements and activities to include in the construction
documents with review by the design team, for integration into the projects’ construction
specifications.

CONSTRUCTION PHASE
1. Organize the commissioning process components and conduct a pre-bid and pre-construction
meeting where the commissioning process requirements are reviewed with the commissioning
team.
2. Coordinate and direct commissioning activities in a logical sequential and efficient manner using
consistent protocols clear and regular communications and consultations with all necessary
parties, frequently update timelines, schedules and technical expertise.
3. Perform site visits, as necessary to observe components and system installations. Accomplish a
statistical review of construction focusing on the owner’s design intent and the quality process.
Attend selected planning and job-site meetings to obtain information on the construction
progress. Review OAC meeting minutes for revisions/substitutions relating to the owner’s design
intent. Assist in resolving any discrepancies.
4. With necessary assistance and review from contractors and subcontractors, develop and write
construction checklists. Submit to CM/GC, A/E team, owner, and Owner’s rep for approval.
5. Organize and conduct periodic commissioning team meetings necessary to plan, develop the
scope, coordinate, schedule activities, and resolve problems.
6. Review submittals concurrent with the design professional’s review.
7. Work with contractors in completing construction checklists and tracking of checklist
completion.
8. Statistically sample completion of construction checklists on a periodic basis to verify that the
contractor’s quality process is achieving the owner’s project requirements.
9. Approve systems startup by reviewing start-up reports and by selected site observation.
10. With necessary assistance and review from installing contractors, write the test procedures.
Submit to AE, owner and Owner’s Rep for review and approval.
11. Coordinate witness and recommend approval of test procedure performed by installing
contractors and subcontractors. Coordinate retesting as necessary until satisfactory
performance is achieved.
12. Recommend approval of air and water systems balancing through statistical sampling of the
report and separate field verification. Reference Exhibit E for sampling rate. Note there are
more systems listed in Exhibit E than what is requested with this RFQP.
13. Maintain a master issues log and separate testing record. Provide the CM/GC, owner, A/E and
Owner’s Rep written progress reports and test results with recommended actions.
14. Document the correction and retesting of non-compliance items by the contractor.
15. Review the Operation and Maintenance manual for achieving the owner’s project requirements.
16. Review, recommend pre-approval and verify the training provided by the contractors and
subcontractors.
17. Provide oversight and verification of Test and Balance procedures and processes.
POST-CONSTRUCTION PHASE
1. Schedule and verify deferred and seasonal testing by the contractor.
2. Verify continuing training as described in the Owner’s Project Requirements.
3. Attend a lessons learned workshop.
4. Assist in the development of preventive maintenance plan, a detailed operating plan and an
energy and resource management plan to be included by the CM/GC in the Operations and
Maintenance Manual.
