Overview

Summit County Transportation (Owner) hereby invites qualified firm(s) interested in providing Architectural Services to submit a response to this Request for Qualifications and Proposal (RFQ/P) in connection with the Design and Engineering of Swan Meadows Bus Stop and Turnaround in Summit County. The Owner proposes to retain a highly qualified, capable firm(s) to act as the Architect throughout the planning, design and construction. The owner is seeking a lean and efficient design package. The Owner anticipates an expedited design phase with a goal of beginning construction in the Summer 2024

Scope of Services

The A/E Scope of Work will generally consist of the requirements in the AIA B133-2014 contract and the following:

All scope of work shall be completed in a collaborative and transparent manner. The Candidate should expect to attend several owner and/or current resident meetings possibly to be held in evenings outside of normal business hours.

Scope of Work shall include (1) Bus Stop structures and Bus Stop Turnaround area.

At all phases of design, the design team is expected to develop a list and design add alternates for the project for the owner to review and make decisions if the alternates will be incorporated into the program.

It is expected the Candidate will provide the following subconsultants at a minimum for this project:

  • Civil Engineering
  • Structural Engineering
  • Geotechnical Engineering

Inquiries and Questions
The following responses are provided to inquiries to provide fee and schedule.
Q1. Is a fee required with the response? On page 3 of the RFP is says “costs for performing services outlined in
this request for proposals shall be clearly stated to allow the County to effectively evaluate each proposal.”
However on page 5, it reads “fees are not to be submitted at this time.”
A1. A fee is not required for this response, fees will be accepted after the interview process.
Q2 What agency having jurisdiction (AHJ) is this in?
A2. Summit County
Q3. Is the bus service called Summit Stage?
A3. Correct, Summit Stage
Q4. Can weekly OAC meetings be remote? We’re in Denver
A4. Yes, weekly OAC meetings can be remote during the design phase. Bi-Weekly OAC meetings will be on site
during construction.
Q5. What is driving the need for the project? Is there higher demand for another bus stop?
A5. Swan Meadows Village is not currently served by Summit Stage, the next stop is several miles away.
Q6. What is the reason for the radial bus lane layout? For bus queuing and turnaround? It could be more cost
efficient for a dedicated right-hand “pull over” lane for less ROW dedication.
A6. For bus turnaround, the Swan Meadows stop will be the last on the route and it is more efficient to conduct
turnaround.
Q7. Will Summit County be acquiring ROW as part of this project?
Who owns the park area (west of road)?
Who owns property to the east across the road?
Who owns the road, Royal Coachman Blvd?
A7. The intention of the Owner is to avoid acquiring a ROW. Sun Communities is the owner in proximity to
Royal Coachman Blvd
Q8. Should we include subconsultant information in our response?
A8. Yes

Q9. Has a current topographic design survey been completed?
A9. No.
Q10. Will electrical service be needed for the bus shelter?
A10. No, solar lighting would be sufficient.
Q11. Should a landscape architect be contracted?
A11. No.
Q12. Can this be led by a civil engineering firm rather than an architect?
A12. Yes.
Q13. Are you looking for a pre-fabricated bus stop design, or want an architect to design the bus stop?
A13. The county is open to both options.
Q14. Would the consultant also need to have a traffic/transportation engineer on the team?
A14. Beneficial but not required, we will defer to prior knowledge of similar project experience.
Q15. Can you clarify the due date? It has February 16 listed in a couple places, but also mentions February 19 on
pages 3 and 4.
A15. Due to the error, proposals will be accepted up until February 19th at 5:00 PM MST
Q16. Can you provide the budget for design?
A16. $200,000 Design and construction budget
Q17. Can you provide the budget for construction?
A17. Refer to question 16.
Q18. Can you expand on what the architectural component will be for this project?
A18. Bus Shelter
Q19. Is the intent for us to provide architectural design/selection or is that being provided by the County?
A19. Intent for the firm to provide design selection to be approved by the County.
Q20. How many shelters needed?
A20. One
