SOLAR AT THE FLANDERS ROAD LANDFILL IN THE TOWN OF GROTON, CT

The Town of Groton (the “Town”) seeks Proposals from qualified solar developers (the “Bidders”) to
develop a solar photovoltaic system (the “System”) on Town-owned property containing the Flanders
Road Landfill (the “Property”). The Town is seeking a Base Bid at nameplate capacity of approximately
1.90 MW-ac at the Property, and a Bid Alternate #1 at nameplate capacity up to 5 MW-ac at the
Property, that would participate in the Non-residential program (the “NRES Program”), with Virtual Net
Metering (“VNM”) for State, Agricultural, and Municipal (“SAM”) beneficial accounts, administered by
Eversource. The Town is also seeking a Bid Alternate #2 for a solar photovoltaic system located anywhere
in Eversource territory that would offset the maximum average annual electric consumption of the
beneficial Town accounts within Eversource territory over the last five years of approximately 3,000,000
kWh/year, through the NRES Program with VNM for SAM beneficial accounts.
Klee Sustainability Advisors LLC (“KSA”) and CSW LLC d/b/a CSW Energy (“CSW”) are administering this
Request for Proposals (“RFP”) on behalf of the Town, and are collectively referred to as the “RFP
Administrators.” The RFP is available electronically at the following sites:

It is the Bidder’s responsibility to be aware of any updates or addendums to RFP 24-11, which will be
posted on the above websites. If the Bidder has received a copy of the RFP indirectly, please inform the
RFP Administrators at kklein@groton-ct.gov to be placed on the RFP distribution list.
Bidders shall submit their Proposals in the following format: one sealed envelope with a hard copy and

2:30 P.M. on January 10, 2024 for bid RFP 24-11 SOLAR AT THE FLANDERS ROAD LANDFILL for the Town

Proposals received after 2:30 P.M. on January 10, 2024 will not be accepted.
The Town reserves the right to amend or terminate this RFP, accept or reject any proposals, waive any
informalities or non-material deficiencies in a proposal, and select the proposal from a Bidder that, in
the Town’s sole discretion and judgment, will be in the Town’s best interests. The Town’s decision shall be
final, shall not be subject to review or appeal, and may be based on any criteria in the Town’s sole
discretion, including but not limited to the financial benefit to the Town, the strength of the Bidder’s
future bid into the competitive NRES Program, and the experience of the Bidder.
Any contracts shall be preceded by a preliminary Notice of Selection and thereafter be contingent and
non-binding until all approvals are received from applicable regulatory agencies and town authorities,
and successful execution of the relevant contracts.

and download, and all pertinent information regarding RFP 24-11.
All questions concerning conditions, bidding guidelines and specifications should only be
directed in writing to Karl Klein, Purchasing Agent of the Town of Groton, at kklein@groton-ct.gov.
Inquiries must reference the date of bid opening and RFP 24-11, and must be received no later than as
indicated in the bid documents prior to the date of bid opening. Failure to comply with these conditions
will result in the bidder waiving the right to dispute the bid specifications and conditions.
II. INTRODUCTION
The Town seeks Proposals from qualified solar developers (the “Bidders”) to develop a solar
photovoltaic clean energy system (the “System”) on Town-owned property on Flanders Road, in Groton
Connecticut, containing the Flanders Road Landfill (the “Property”), which will participate in Year 3 of
Connecticut’s Non-residential program (the “NRES Program”), with Virtual Net Metering (“VNM”) for
State, Agricultural, and Municipal (“SAM”) beneficial accounts, administered by Eversource.
The Town is seeking the following Base Bid and Bid Alternates #1 & #2:

A solar photovoltaic system at the Flanders Road Landfill of

territory over the last five years of approximately 3,000,000
kWh/year, and would offset additional SAM beneficial accounts
located in other municipalities in Eversource service territory
through VNM.
