FOR THE ASSESSORS OFFICE IN
THE TOWN OF LEDYARD, CONNECTICUT
The Town of Ledyard, Connecticut is undertaking a program to revalue all Real Property, effective
October 1, 2020. Contractors interested in providing the Revaluation Services set forth in the attached
Specifications are invited to deliver Three (3) copies of the proposals to the Town of Ledyard, 741
Colonel Ledyard Hwy, Ledyard, CT 06339 no later than 2:00 PM, April 4, 2019, at which time and
place such proposals will be opened and read aloud.
All proposals shall be sealed, addressed to the Assessor, with a return address, and marked:
"RFP #2019-07--Ledyard, Connecticut Proposals for FY2020 Revaluation Services"
All information pertaining to the Contractor's technical and management approach to completing this
project, as well as the proposed cost, timetable and staffing plan, shall be presented in the proposal.
The proposal must address, at a minimum, each of the issues set forth in the Request for Proposals as
well as any addenda in order to be considered responsive. Any proposal that does not respond to each
issue in the Request for Proposals and any addenda may be rejected by the Town as non-responsive.
The Assessor reserves the right to amend this proposal for the Revaluation Program for equitable
assessments at any time prior to the deadline for submission of proposals. It is the responsibility of the
proposer to check the Towns Website for any addenda. The Town has the right to reject any or all
proposals received if they determine it to be in the best interests of the Town to do so.
The Town is licensed to utilize the Appraisal Vision CAMA Software of Vision Government Solutions
Inc. of Hudson, Massachusetts. Currently, the Town is not looking to change the existing CAMA
software. Contractors will be responsible for securing licensing prior to commencement of the project
and should include this fee in their proposal. All data entry, printing of field cards, valuation notices,
letters will be the responsibility of the contractor.

In addition to addressing each of the items in the specifications, the Contractor must submit, as part of
its proposal, the following information:
1. A Letter of Transmittal signed by the individual authorized to negotiate in good faith for the
Contractor stating that the offer is effective for no less than sixty (60) calendar days from the
deadline for the submission of proposals.
2. A list of Connecticut Municipalities and contacts for which the Contractor has completed
Revaluation Programs over the last five years.
3. A list of Connecticut Revaluation Contracts for which the Contractor is currently committed with
time table for completion.
4. The Town utilizes the Vision CAMA Software system in house. Therefore, each Contractor must
show evidence of familiarity with the system by submitting a list of projects previously worked on
that required the use of the Vision system.
5. Description and examples of the Contractors revaluation public relations program.
6. Copy of Contractors current Connecticut Revaluation Certificate issued pursuant to Connecticut
General Statutes 12-2c.
7. A bid bond or certified check in the amount of 10% of this bid must be submitted by the bidder
with his bid as a guarantee that, in case the contract is awarded to him, he will, within ten days
after appropriation of funds and notice of award, execute such contract. Prior to commencement of
actual work, Contractor must furnish a Performance Bond and Payment Bond, each for the full
amount of the contract.
The Town of Ledyard reserves the right to reject any and all bids. Bids which are irregular in form,
incomplete, conditioned, or qualified may be disregarded and rejected as improper except that the
Town may waive any defects or irregularities. All bids are subject to appropriation by the Town of
Ledyard.

Proposals will be evaluated using comparative criteria set forth as follows:
1. Contractor experience with other Revaluation Programs in Connecticut:
Unacceptable:
No experience in Connecticut.
Not Advantageous:
Less than Ten successful Revaluations in Connecticut.
Advantageous:
Twenty or more successful Revaluations in Connecticut.
Highly Advantageous: One Hundred or more successful Revaluations in Connecticut.
2. Contractor revaluation experience with the Vision CAMA Software system.
Unacceptable:
No experience.
Not Advantageous:
Less than Ten revaluation projects.
Advantageous:
Ten to Thirty revaluation projects.
Highly Advantageous: Thirty or more revaluation projects.
3. Experience of Project Manager to be assigned to this project.
Unacceptable:
No Mass Appraisal experience.
Not Advantageous:
Less than Five Mass Appraisal projects performed by the Project
Manager.
Advantageous:
Ten successful Mass Appraisal projects performed by the Project
Manager.
Highly Advantageous:
Twenty or more successful Mass Appraisal projects performed by the
Project Manager.
4. Level of satisfaction with Contractor's performance in other Connecticut Cities and Towns for
which Contractor has performed a Revaluation/Update.
Unacceptable:
More than one City or Town reporting difficulty with Contractor
performance.
Not Advantageous:
One City or Town reporting difficulty with Contractor performance.

Advantageous:
No City or Town reporting difficulty with Contractor performance and at
least one Town or City reporting high satisfaction.
Highly Advantageous:
More than five Cities or Towns reporting high satisfaction and no City or
Town reporting poor performance.
5. Method for determination of best price.
The best price shall be the lowest price from a bidder who meets the minimum criteria of the
specification and provides the highest level of performance in Questions 1 through 5 under Evaluation
Criteria. The Town is not obligated to accept the lowest price.
6. Project Timetable:
Any proposal which cannot meet the project schedule will be rejected.
