Consulting Services Land Use Strategic Planning
New Castle County is seeking priced proposals from qualified consultants to undertake a
variety of “on-call” assignments in support of the Department of Land Use’s efforts
toward marketing, video content, tutorials, strategic planning, and other professional
services to further the Department’s customer services, planning and land use
initiatives.
Interested parties are asked to submit a priced proposal to New Castle County, Procurement
Division, New Castle County Government Center, 87 Reads Way, New Castle, DE 19720, stating
their interest and qualifications. Proposals must be received by 2pm on Wednesday, May 1st,
2024, and must include one (1) printed hard copy and one (1) USB drive containing an
electronic version of the proposal within a sealed envelope. The electronic submission will be
considered the original, and must replicate the printed hard copy, with all appropriate signed
documents. If there are any discrepancies between the two submissions, the original
(electronic) submission is considered the official version for purposes of evaluation. The hard
copy is only reviewed if the electronic version cannot be viewed due to a technical issue.
Delivery Method for Bid Submission Options:
- You can mail your bid submission to 87 Reads Way, New Castle, Delaware. However, it is
recommended to use a carrier that can guarantee delivery and provide tracking
information, so your bid submission packet arrives at the deadline date and time.
- You can deliver your bid submission packet in person prior to the Bid Opening to the
Government Center, located at 87 Reads Way, New Castle, DE 19720 between the hours of
8 a.m. and 3:30 p.m.
You can go inside the building to the lobby area and do either of the following:
1) call a member of Administrative Services at 302-395-5965 from the Lobby
Phone or your cell phone, and have a Procurement representative meet you in the lobby and
accept your bid packet and provide a receipt, or
2) you can ask the Receptionist to contact Procurement.
Please remember on the bid opening date, your bid submission must be turned in no later than
2:00 p.m. on Wednesday, May 1st, 2024, to be accepted and you are welcome to attend the bid
opening meeting at that time.
Questions concerning the project should be submitted in writing via email to Frank Penta at
frank.j.penta@newcastlede.gov by end of day on Monday, April 15th, 2024.

INSTRUCTIONS FOR PROPOSAL SUBMISSION
Sealed proposal envelopes must clearly display Bid # 25PP-001, Consulting Services
Land Use Strategic Planning in the lower left quadrant on the front.
Facsimile and email transmissions of proposals are unacceptable and will be rejected
without any notice to the bidding vendor.
Bidders are responsible to retrieve the bid specifications and all addendums from the
New Castle County Purchasing website at www.newcastlede.gov/Bids.aspx.
Bidders must complete and submit with their proposal both the Non-Collusion
Statement/Signature Page and the Authorized Representative Procurement Affidavit
which are located as the final pages of the bid specifications. Failure to sign and return
these documents could result in your bid submission being rejected.
Proposals shall be no more than twenty-five (25) pages in length excluding Procurement
forms (Signature Page and Affidavit).
Pursuant to New Castle County Code and Delaware Law, each bidder must submit proof
satisfactory to the County or its designated representative that the bidder and every
subcontractor possesses valid and effective licenses required by the United States, State of
Delaware, County and any applicable political subdivision in which the project is located to do
business within each such jurisdiction and to perform the labor and/or supply the materials
involved in the performance of the contract. No contract will be executed prior to the
submission of such proof and the acceptance thereof by the County or its designated
representative.
Awards, if any, will be made in conjunction with the Delaware Code, Subchapter 2, Chapter 69,
Title 29, and the New Castle County Code.

OVERVIEW
New Castle County’s Department of Land Use is responsible for implementing the goals
and objectives of its Comprehensive Plan, smart growth planning, zoning, development
review and permitting, and property code enforcement, essentially regulating all new and
existing development in unincorporated New Castle County.
PURPOSE
The Department of Land Use is seeking qualified consultants to undertake a variety of “on-
call” assignments in support of strategic planning, marketing and other professional
services to further the Department’s customer service, planning and land use initiatives.
Highly qualified consultant firms are sought who possess one or more of the following
areas of expertise (example activities are listed under each area of expertise):
Land Use Planning and Development
Preparation of “action plans” based on market and land use realities for corridors
and areas requiring reinvestment, as well as infill and new development
opportunities.
Develop, redevelopment, and place-making strategies for commercial
corridors, centers, redevelopment, and brownfield sites.
Develop capital improvement/infrastructure cost estimates.
Neighborhood and community revitalization planning.
Support for the Department’s land use and development capacity analysis.
Comprehensive Plan update/amendment assistance.
Urban Design
Develop urban design and architectural alternatives/scenarios and draft
standards for new development and retrofitting of existing development.
In planning specific areas, identify the location, form, standards, and
guidelines for residential and commercial development.

Zoning
Develop new planning tools, incentives, and zoning approaches as the basics for a
revised code which will provide New Castle County greater ability to entice
investment and manage change in ways which benefit the County.
Assist in modifying or writing ordinances to support plan implementation and zoning
objectives.
Identify barriers in code which inhibit attractive infill communities, economic
investment, and business expansion and develop enhanced regulatory
recommendations.
Transportation
Evaluate opportunities as Major Land Development plans are submitted to the County
and DelDOT to make sure that opportunities to implement the Regional Transportation
Plan and County Comprehensive Plan are not foreclosed on.
For assistance on text amendments to implement the recommendations from the Comp
Plan in consensus with DelDOT, develop a condensed traffic review process.
Multi-modal transportation analysis with emphasis on integration with land use and
optimization of sustainable transportation options (public transit, biking, walking,
rideshare, etc.).
Development of “Complete Street” designs and policy tools.
Environment
Water resource planning and analysis, including stormwater, wastewater, and
estimating water resource impacts.
Green strategies
Sustainable growth
Planning and Engineering design support for trails, pathways and green infrastructure.
Economic Analyses
Market and fiscal/financial analysis and forecasting
Review and analysis of potential legislation and its real-world implications.
Economic development strategies supported by redevelopment of underutilized
land and place-making.

Identify and evaluate zoning and other incentives to trigger investment for
desired economic sectors. This could include approaches that use proformas
and other tools.
Recommend incentivized zones and districts including all necessary code modifications.
Housing
Identify affordable housing incentives and develop proformas to determine their
feasibility.
Strategies to improve and preserve the vitality of moderate- and low-income
communities.
Neighborhood stabilization and revitalization analysis and strategies. Vacant

Outreach and Civic Engagement
Public outreach communications, strategies, and products
Workshop and community involvement facilitation
Graphic design and publications
Video and digital content creation
Social media marketing and content creation
Process Enhancement
Review departmental procedures and processes and develop recommendations
to streamline all aspects of the County’s development review, permitting,
licensing and inspections while reducing uncertainty and redundancy.
Develop processes and procedures that are clear and transparent to all stakeholders.
Convert paper files to digital formats
Create searchable databases of land use documents and files
Historic Preservation
Identification of previously unidentified historic resources in the county and
analysis for their significance.
Evaluation of historically significant resources across the county for potential
threats (neglect, development pressure, etc.).
Strategies to encourage and incentivize the preservation of historically
significant resources in the long term.
