New Castle County is seeking unpriced proposals for professional services to provide Veterinary
Services for New Castle County Horses (Carousel’s Horses and Mounted Patrol Horses) for
Bid # 24P-205, Veterinary Services for New Castle County Horses.
Interested parties are asked to submit an unpriced proposal to New Castle County Purchasing
Division, New Castle County Government Center, 87 Reads Way, New Castle, DE 19720, stating
their interest and qualifications. Proposals be received by 2:00 p.m. on Wednesday,
November 15, 2023, and must include one (1) signed original printed and two (2) hard copies
printed and an electronic copy on a USB Flash Drive within a sealed envelope.
Questions concerning the project should be submitted in writing via email to Robin Allen
Procurement Agent, at robin.allen@newcastlede.gov by Noon, November 2, 2023.
INSTRUCTIONS FOR PROPOSAL SUBMISSION
➢ Sealed proposal envelopes must clearly display Bid # 24P-205, Veterinary Services for
New Castle County Horses in the lower left quadrant on the front.
➢ Facsimile transmissions of proposals are unacceptable and will be rejected without any
notice to the bidding vendor.
➢ Bidders are responsible to retrieve the bid specifications and all addendums from the
New Castle County Purchasing website at www.newcastlede.gov/Bids.aspx.
➢ Proposals shall be no more than 30 pages in length excluding Procurement forms
(Signature Page and Affidavit).
Pursuant to New Castle County Code and Delaware Law, each bidder must submit proof
satisfactory to the County or its designated representative that the bidder and every
subcontractor possesses valid and effective licenses required by the United States, State of
Delaware, County and any applicable political subdivision in which the project is located to do
business within each such jurisdiction and to perform the labor and/or supply the materials
involved in the performance of the contract. No contract will be executed prior to the
submission of such proof and the acceptance thereof by the County or its designated
representative.
Awards, if any, will be made in conjunction with the Delaware Code, Subchapter 2, Chapter 69,
Title 29, and the New Castle County Code.

SUMMARY OF PURCHASING REQUEST
BACKGROUND
New Castle County is seeking priced proposals for professional services to provide Veterinary
Services for New Castle County Horses (Carousel’s Horses and Mounted Patrol Horses) to
ensure they are provided with medical care for routine check-ups as well as emergency needs.
SCOPE
Professional Bid Services – Veterinary Care
• Available 24 hours/day, 365 days/year
• Within 15 miles of Carousel Park & Equestrian Center
• Equine emergency care at the barn and at the hospital
• Ability to keep horses for observation or medical care if beyond the scope of Carousel
barn staff’s ability or scheduling
• Ability to treat all equine medical emergencies, including colic surgery
• Ability to offer the following equine maintenance procedures
o Chiropractic care
o Acupuncture + stim
o Mesotherapy
• Ability to offer the following equine diagnostic procedures and treatments in the field
and the hospital
o Ultrasound
o X-ray
o Scoping – of both throat and stomach
o Joint injections
o Nerve blocking (lameness evaluations)
o Dental care and procedures – including emergency dental care
o Intravenous fluid administered in field and at hospital
o Gelding of stallions
o Euthanasia services
o Fecal testing for disease and parasites
▪ Plans deworming schedule for Carousel horses and Mounted Patrol
horses
• Ability to provide full-service veterinary care to all of Carousel’s horses and the Mounted
Patrol horses

OBJECTIVE
The objective is to have a vendor provide Veterinary Services for New Castle County Horses
(Carousel’s Horses and Mounted Patrol Horses) to ensure they are provided with medical care
for routine check-ups as well as emergency needs.
REQUIREMENTS
Please provide a brief summary for the Field Service Team and Other Veterinary Specialists:
o Describe the consulting expertise and educational credentials of the project team with
particular emphasis on your experience with providing Veterinary Services for horses.
o Describe the management/medical team
o Provide names, roles, functions and location for each project team member
o Provide a brief resume for key project team members (Veterinary Field Services and
Veterinary Specialists)
o Describe the experience and expertise of key members as it relates to their function
o Identify who will be responsible for each component of the proposed project
o Identify who will be the primary contact for daily communication with the County
o Identify any third-party partner firms and/or consultants you plan to engage with
o Identify all key staff assigned to the project including qualifications and work experience
To aid in comparative evaluation:
1. Proposals shall be concise and focused. Proposals shall be no more than 30 pages in length
excluding Procurement forms (Signature Page and Affidavit).

3. Describe your business/practice experience and reputation as it relates to this RFP, including
relevant expertise, education, and technical expertise of key project members.
4. Describe your current and past distributions of work with New Castle County, and list all
completed projects in the past twelve (12) months.
5. Describe your familiarity with government contracts and public work, its requirements,
systems, and problems, especially in New Castle County and the State of Delaware.
6. Describe your capacity to perform the services needed and meet project requirements.
7. Please provide the address of the office where primary project members will be located,
and percentage per office of primary and sub-consultant(s) if applicable.
GENERAL CONTRACT AND PROPOSAL INFORMATION
1. Acceptance of Proposal Content – the contents of the proposal of the successful firm
will become a part of any contract awarded as a result of these specifications.
2. Firm’s Responsibilities – the selected firm will be required to assume sole responsibility
for the complete effort as required by the RFP. The County will consider the selected
firm to be the sole point of contact with regard to contractual matters.
3. Rejection of Proposals – the County reserves the right to reject any and all proposals or
to award in whole or in part if deemed to be in the best interests of the County to do so.
The County reserves the right to extend this contract to include other County locations.
The County shall have authority to award orders or contracts to firm’s best meeting
specifications and conditions.
4. Ownership of Material – ownership of all data, material and documentation originated
and prepared for the County pursuant to this contract shall be transferred to the County
upon completion of the contract.
5. No firm may use the name of the County in any advertisement without the written
consent of New Castle County.

6. Licensing – the successful firm must comply with appropriate Delaware law to conduct
business in this State. Copies of all required licenses and certifications must be supplied
prior to the award of any contract resulting from this RFP.
7. Confidentiality – all work performed under this contract shall be considered confidential
in nature.
FUNDING OUT
The continuation of this contract is contingent upon funding appropriated by New Castle
County Council.
BASIS OF AWARD
The Division of Purchasing reserves the right to reject any or all bids in whole or in part, to
make multiple awards, partial awards, award by types, award by sections, item by item, or lump
sum total, whichever may be most advantageous to New Castle County. There is no guarantee
that New Castle County will grant to any awardee any request for services and/or products.
Pursuant to County Code, New Castle County reserves the right to purchase goods, contractual,
and professional services from other governments and cooperative purchasing agreements
when it is determined by the Office of Technology and Administrative Services to be in the best
interest of the County.
MULTI-AWARD
Pursuant to New Castle County Code section 2.05.502 B.8., New Castle County may multi award
this contract.
INDEMNITY
Vendor shall indemnify, defend, and hold harmless New Castle County from and against any
and all claims, demands, suits, judgments, costs, and expenses asserted by a person or persons,
including, but not limited to, agents, employees, or volunteers of vendor, by reason of death or
injury to persons, or loss or damage to property, resulting from operations or use of services,
products and/or equipment purchased hereunder, or sustained in or upon the premises of New
Castle County.
